- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to award a sole source contract to The Bioteam, Inc., for design and implementation of the Science DMZ Network. The Bioteam, Inc. previously provided consulting services to create a detailed design and implementation plan driven by the recommendations identified in the Scientific Computing Assessment report. The BioTeam report provided a detailed outline of the preselected ARS sites for the assessment, as well as identified and discussed the IT infrastructure and service gaps between scientific need and the current IT situation at ARS. The report provided a number of recommendations that, if implemented, would likely provide solutions to the identified gaps in the IT environment. The ARS is the USDA's chief scientific in-house research agency. Their job is finding solutions to agricultural problems that affect Americans every day, from field to table. ARS researchers and other collaborative scientists increasingly rely on computationally-intense methods, high performance computing (HPC), and cloud-based services for storing, managing, manipulating, and analyzing large datasets. Scientific computing support is essential to enable the agency to exploit internal and external knowledge bases, databases, data mining tools, scientific computing tools and infrastructure in order to keep up with the increasing complexity of the agency's science. The Office of the Chief Scientific Information Officer (OCSIO) has identified the need to assess the Agency's current state of ARS- wide computing capabilities. Understanding the needs of the scientists, and current limitations and constraints, will break down barriers that prevent ARS from maximizing its scientific productivity. Anticipated date of ward: June 26, 2014.
