- Description
- The Department of State intends to enter into a Sole Source Contract with Air Tractor, Inc., Olney, TX to perform extensive inspections, repairs, and modifications to include the Programmed Depot Maintenance (PDM) of the Department of State configuration AT 802 aerial eradication platform in order to support INL/A’s aviation support services program for the next five years. PDM includes battle damage and airframe analysis and repair, modification and airframe / aircraft overhaul in order to support INL/A’s aviation support services program for the next five years. An IDIQ contract for up to 25 aircraft (15 PDM and 10 Battle Damage Repair) and technical services will result from this action. The IDIQ contract will have a minimum ordering amount of one unit and maximums as outlined above over a five year period of performance. Additional aircraft could be added as DOS acquires additional aircraft. The DOS AT 802 configuration defined in Air Tractor drawing number 11961 is a significantly modified commercial AT 802 built by Air Tractor that enables the aircraft to operate in an austere combat environment. The aircraft noncommercial modifications were researched, engineered, developed, and integrated into the aircraft by the OEM. Examples of these extensive, specialized mission modifications include combinations of the following · Airframe integrated ballistic tolerant / passive defensive armor systems for both crew and powerplant · Airframe Wire Strike Protection System · Redundant flight control cabling · Self sealing ballistic tolerant wing panels and fuel lines · Armored protective cockpit glass · Titanium prop piston assembly · Fully integrated Night Vision Device cockpit instrumentation and lighting for 24 hour day or night operation · Integrated IFR front and rear instrumented cockpit · Crew oxygen system · Fire indicating system · Electronic engine instrumentation · Tactical Mission specific avionics · Crew station airbags The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), FAR Part 6.302-1, Only One Responsible Source. Air Tractor is the only manufacture and only source of the DOS AT 802 aerial eradication platform. Air Tractor controls all technical data, airframe battle damage repair assessment and fatigue analysis required to perform the repair, overhaul, and modification tasks.
