Draft CDRLs con't. - Technical Draft Contract Data Requirement List (CDRL) - Program Management & Logistics Draft Statement of Work (SOW) for the MK970 Technical Manual effort. Pre-Solicitation / Synopsis Program Executive Officer Land Systems (PEO LS) 2200 Lester Street, Quantico, VA 22134 Request For Information Number / M67854-14-E-0223 NAICS Code - 336212 Business Size - 500 Employees Classification Code: 3715 - Truck Trailers 1. Introduction The United States Marine Corps (USMC) Program Executive Officer (PEO) Land Systems (LS) is conducting market research to determine the availability of qualified, experienced, and interested potential sources, as defined in FAR 15.201(e) to develop Electronic Technical Manuals (ETMs). The ETMs are for system operation, maintenance and sustainment of the Semitrailer, 500 Gallon Fuel Dispensing, Under/Over wing Aircraft, MK970. MK970 ETMs include component inventory and repair parts list. The scope of anticipated work is provided in the "Draft" Statement of Work (SOW). This Request For Information (RFI) is a market research tool used to determine the adequacy of eligible business sources. The Government will not provide any feedback or conduct discussions with non-federal government activities outside the agency regarding the provided information. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. 2. Background The Program Executive Officer Land Systems (PEO LS) Program Manager, Medium & Heavy Tactical Vehicle (PM, M&HTV), Quantico, VA, is seeking information from industry on providing supply support, technical manuals, and training products and services for the MK970. The Vendor shall perform all tasks required to produce and delivery MK970 provisioning data, technical manuals and training products and services. The Government does not own the Technical Data Package (TDP) for the MK970, the TDP is owned by the Original Equipment Manufacturer (OEM), Heil dba Kaylyn Siebert. 3. Requested Information Firms possessing the capabilities to accomplish these requirements are invited to submit information packages. Packages shall include the following: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number and e-mail of designated point of contact. Company information (include CAGE Code, DUNS and applicable Business Socio-Economic Category, i.e., large business, small business, SDVOSB, VOSB, etc.). Statement of capabilities. Typical Contract terms and conditions for this type of work Identify Risks anticipated and/or associated with this type of effort. Capabilities and technical qualifications that demonstrate the ability of the Firm to perform all of the SOW tasks or portions of the SOW when TDP is not provided by the Government. 4. Matsushima (703) 432-3153 In the subject line of emails and on the cover of mailed/delivered packages, reference RFI-M67854-14-E-0223. a. Responses submitted via email shall be in either Microsoft Word or.pdf format and compatible with Microsoft Office 2007 products. Submissions are limited to fifteen (15) pages, including cover letter and contact information. Supplemental materials such as brochures and product literature may also be submitted and are limited to five (5) pages. b. Packages submitted via mail/delivery shall contain text in Times New Roman, 12 point size, color black with proportional spacing. Print size for figures, diagrams, charts, and tables shall be no smaller than 8 point size with colors other than black allowable. FOLDOUTS ARE PERMITTED FOR FIGURES AND TABLES ONLY, and are limited to a maximum size equivalent of three 8-1/2 x 11 inch pages. 5. Protection of Information The United States Government (USG) acknowledges its obligations under Federal Acquisition Regulation (18 U.S.G. 1905) to protect confidential information provided to the Government. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this RFI and to protect such information from unauthorized disclosure, subject to the following: (i) Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies. (ii) Mark only data that is truly PROPRIETARY. (iii) Do not mark data that is already in the public domain or is already in the possession of the USG or third parties on an unclassified basis. (iv) Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover and the transmittal e-mail, as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." The USG is not obligated to protect unmarked data. Nor is the Government obligated to protect data in possession of third parties or for data which is afterwards placed in the public domain by the Contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all Government personnel provided with protected information will, prior to copies of such information, sign a Non-Disclosure Agreement, which alerts personnel of the confidential nature of the information being provided, as well as the seriousness of the Government's obligations to protect such information. 6. Questions Vendor questions regarding this notice shall be submitted in writing by e-mail to Contracting Officer, Karen A. Verbal questions will NOT be accepted. Questions will be answered by posting answers as an attachment, titled "Questions and Answers" to this notice, within ten (10) business days of the close date for Vendor questions. Accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 4 June 2014, 3:00 pm EST will be answered. 7. Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide provisioning support for the MK970. The information provided in the RFI is subject to change and is not binding on the Government. The USMC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. If a solicitation is released, it will be synopsized in the FedBizOpps at https://www.fbo.gov.
