- This is a Request for Information (RFI) as defined in FAR 15.201(e). The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) at Glynco, Georgia is conducting market research for the purpose of gathering information from industry regarding security guard services. The North American Industry Classification System (NAICS) for this requirement is 561612 (Security Guards and Patrol Services) with a size standard is $19 Million. FLETC is requesting information only from 8(a) small business concerns who can provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services (24) hours a day, seven (7) days a week, including federal holidays for the FLETC facilities located at Site I, Glynco, GA (approximately 1,613 acres); Site II, Artesia, New Mexico (approximately 1,340 acres); Site III, Charleston, SC (approximately 188 acres); and Site IV, Cheltenham, MD (approximately 247 acres). These services include but are not limited to: (1) Conduct vehicular and pedestrian traffic and enforce pertinent rules, regulations and standard operating procedures. (2) Monitor and operate communications, closed circuit video (CCV), and Early Warning System (EWS). (3) Provide emergency responses to incidents and offenses. (4) Monitor and operate Intrusion detection systems (IDS) and fire detection systems. (5) Provide emergency management support and response, to include, securing facilities in the event of a natural disaster and relocate in the event of an evacuation. (6) Performs National Crime information Center (NCIC) checks. (7) Receives, stores, transfers, inventory and issue weapons. (8) Issues electronic access control system (EACS) badges. The Government considers information on market capabilities, common industry standards, commercial terms and conditions and latest technological advances to be helpful. This request is to gather information from interested parties and is deemed essential as part of our collaborative and deliberate acquisition planning process. The FLETC requests the following information from potential sources: • Company name, DUNS number, street address and a point of contact with phone number and email address; • If you have a current GSA contract for Security Guard Services, please provide the GSA Schedule Number and the SIC code that applies. • Identification of socio-economic status; • Provide a brief capability statement (not to exceed 10 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements as stated above. (a) Do you currently provide services with other Government agencies (to include Federal, State, and local) for similar work identified in this RFI? If so, were any of the services procured in accordance with FAR Part 12, Acquisition of Commercial Items? Please provide agency name, point of contact information and contract number, if possible, regardless if FAR Part 12 was utilized. (b) Provide additional information the Government should consider in developing a potential acquisition strategy. (c) What purchasing behaviors add to your cost of doing business with the federal government? Are there government operating practices that could be changed to reduce your costs and therefore allow you to offer lower prices? (d) How can we best streamline the evaluation process, lower your proposal costs, and still make meaningful distinctions? This announcement constitutes a REQUEST FOR INFORMATION ONLY. This request for information is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, or a Request for Quote. This notice does not obligate the Government to award a contract. The Government is not responsible for any costs incurred by a contractor in relation to the preparation of a response to this RFI. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any responses received will not be considered nor used as a proposal. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. When available, any resultant pre-solicitation notice and solicitation may be posted at this website: https://www.fbo.gov/. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
