- The Seattle District Corps of Engineers has a requirement for the Construction of a Standard designed Large Aviation Maintenance Hangar at Gray Army Airfield (GAAF) PN 76777 for Joint Base Lewis-McChord (JBLM), Washington. The project is being advertised as a Design-Bid-Build (DBB); the Solicitation when issued shall include a full set of Plans and Specifications which will serve as the basis for the submission proposals and upon receipt of the Notice to Proceed (NTP) the Prime Contractor shall construct in strict accordance with those Plans and Specifications. This project is advertised as unrestricted, 100% full and open to both large and small businesses. Per DFARS 236.204(b) the Magnitude of Construction for this project is between $25,000,000 and $100,000,000. The NAICS Code assigned to this acquisition is 236220 Commercial and Institutional Building Construction with a Small Business Size Standard of 33.5 Million. If you a large business responding to this solicitation and your offer is $1,000,000.00, or more, you are required to submit a Subcontracting Plan with your proposal. Award shall be made to the Lowest-Priced Technically-Acceptable Proposal received in response to the Solicitation. The project includes the Hangar with associated maintenance space for six (6) Blackhawk UH-60 helicopter, administrative space, parts and tool storage, general storage, a hazardous materials storage facility, petroleum oils and lubricant storage, organizational equipment storage, and organizational parking, building information systems, fire protection and alarm systems, and an Energy Monitoring Control Systems (EMCS) connection. Sustainability and Energy features are part of the design. Supporting facilities include site development, utilities and connections, lighting, paving of parking lots, curbs and sidewalks, gutters, storm drainage, information systems, landscaping and signage. Construction standards in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be required. quote mark The contract duration or completion period is not to exceed 541 calendar days after the Notice to Proceed (NTP) is given. The NAICS code for this project is 237110 with a small business size standard of $33.5M. The solicitation will be a two-phase Design-Build competitive RFP in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.3 entitled quote mark Two-Phase Design-Build Selection Procedures. quote mark There will be a Phase One (submission of experience, past performance, qualifications, organization and technical approach) and a Phase Two (submission of technical and price proposals). Those firms that wish to be considered for Phase One may provide submittals in accordance with instructions in the solicitation. Your proposal submit technical and price proposals, which will be evaluated utilizing the best value process as defined in Federal Acquisition Regulation (FAR) Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation. As previously stated, this project is unrestricted and open to all firms.
