- Improve Pinnacles Campground Water System: Water Mains and Storage Tank, Pinnacles National Park, San Benito County, California. The National Park Service at Pinnacles National Park (located within San Benito County, California) has a requirement to improve the Pinnacles Campground water system (water mains and storage tank). The Contractor shall provide all supervision, labor, materials and equipment necessary to provide the following: In the campground (east side) area of Pinnacles National Monument, the project provides a dedicated 2inch HDPE supply line from the existing production well to the water storage tank. From the production well to the vicinity of the pool this 2-inch HDPE supply line will be installed in a trench without other utilities. From the vicinity of the pool up to the water storage tank the 2-inch HDPE supply will be installed in a trench with the 6-inch HDPE water main. The 6-inch HDPE water main has connections to all existing potable water lateral lines, existing flush hydrants and hose bibs, and new 2-inch HDPE service lines as well as connecting to a new fire hydrant located to the south of the visitor center. The project demolishes an abandoned well and pump house building (including associated pressure tanks and appurtenances), water line crossing of a creek. It removes two 5,000 gallon HDPE storage tanks at the existing tank site. It configures an existing 1-1/2-inch PVC (old supply line from the abandoned well) to gravity feed stock at ranch (nearby to abandoned well) from the 53,000 gallon water storage tank. The project also involves relocating a 53,000 gallon glass-fused-to-steel bolted water storage tank (self-anchored) and associated appurtenances, DI piping with valves, grade ring, and dry stack stone blocks from their present location above the parking lot at Solstice Canyon in Santa Monica Mountains National Recreation Area to the tank site at the east side campground at Pinnacles National Park. Included in the relocation effort is a condition inspection of this tank prior to disassembly and transport from Santa Monica Mountains NRA. Under this project the existing tank site at Pinnacles National Park will have the tank pad expanded to accommodate the relocated 53,000 water storage tank. The Request for Proposal (RFP) will include eight (8) related base bid items and two (2) bid option items (for security fence, and vehicle turn around) that will be subject to the availability of funding at the time of award. The project range is estimated to be between $500,000 and $1,000,000. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $33.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Construction is anticipated to start in September 2014, and project duration is estimated at 150 days. The Request for Proposal (RFP) will be available on/about June 13, 2014 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (quality: project management and operating procedures, key personnel experience and technical competence with similar projects, and past performance). Award is subject to the availability of funding at the time of award. A Site Visit is scheduled for Tuesday, June 24, 2014 beginning at 10 a.m. See Section L of the RFP (when issued) for more information.
