- P R E L I M I N A R Y Sources Sought Notice Requirement : MK 41 VLS Launcher Automatic Test Equipment (ATE) Industry Day In support of the Surface Launching Systems Program Office (PEO IWS 3L), the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), is hosting an Industry Day related to Automatic Test Equipment and launcher components for the MK 41 Vertical Launching System (VLS). The Industry Day will be held on 12 June 2014 commencing at 0930 Pacific Standard Time at the Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA. There will be presentations by the Government, and Automatic Test Equipment and launcher components will be on display. NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA). For any procurement related to this Industry Day, the primary North American Industry Classification System (NAICS) code is 335999, and the Classification Code is 59. This effort sets forth the requirements for the purchase of assembled and tested Module (8 cell launcher) Automatic Test Equipment (ATE) and a Launch Sequencer. Other launcher component ATE may also be discussed. It is planned that future solicitations associated with this Industry Day will include options to procure equipment in multiple years beginning as early as CY 2014. Interested parties are required to RSVP for Industry Day by close of business on 6 June 2014 by e-mail to : Irene.Becerra@Navy.mil and copy to Erwin.Cablay@Navy.mil, Rachel.T.Smith@Navy.mil and Bonnie.Nguyen@Navy.mil. The RSVP shall include the following information: Subject line: "MK 41 Launcher Automatic Test Equipment (ATE) Industry Day RSVP. Include: attendees name (last, first & middle); company name; Social Security Number (SSN); home address including Zip Code; date of birth; e-mail address; and company and cell telephone numbers. Interested parties are limited to four attendees per respondent/company. No foreign nationals will be permitted to attend. Formal presentations are not required or accepted and recording devices are not permitted. Interested parties must also fulfill the security and base access requirements to be able to attend. The Naval Base Ventura County (NBVC) Base Access Application Form, which will be submitted to NBVC on behalf of participants, is attached for reference. Attendees should arrive at the Naval Base Ventura County Port Hueneme Site Sunkist Gate in order to receive a badge and to be permitted to enter the base. A NSWC PHD representative will be at the Sunkist Gate Pass & ID Office entrance to provide directions to the building where the industry day will be conducted. The presentations will commence at 0930 on 12 June 2014. It is requested that all interested Business concerns, including but not limited to Small Business, HUBZone, 8(a) Small Disadvantaged Businesses (SDB), Service Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman-Owned Small Businesses (WOSB) respond with a Capability Statement of a maximum of four (4) pages to be used to determine the availability of Business concerns for this requirement. Interested Business concerns must identify their small business socio-economic categories. The Capability Statement shall succinctly address the following three items to demonstrate the contractor's capability to perform the requirements of this Performance Work Statement: (1) The contractor's ability to manage, as prime contractor, the types and magnitude of tasking in the contract; and (2) The contractor's technical ability, or approach to achieving technical ability (3) The contractor's capacity, or approach to achieving capacity, to conduct the requirements of the contract. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. Demonstrated performance must have been carried out within the preceding three (3) years. NOTE: Only information provided in the written Capability Statement will be considered.
