Description
Testing protocol Provisions/Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-14-TR-0093 is being issued as a Request for Quotation (RFQ). The solicitation document and attached incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. NAICS 339999 - Size Standard 500 employees The Drug Enforcement Enforcement Administration (DEA) has a requirement for a quantity of five (5) ballistic shields in accordance with the specifications below: Ballistic Shield Size and ballistics "A letter of compliance from an independent laboratory approved by the NIJ showing compliance with the most current NIJ standard on Level III ballistic resistence of ballistic shield to include Test Results/Certification for ballistic materials and name of independent laboratory that testing took place " A letter of compliance from manufacturer in house testing with supporting documentation demonstrating that the shield meets the DEA ballistic shield protocol (attached). Physical Description "Height 36 inches, (+/- 1/2 inch) "Width 21 inches, (+/- 1/2 inch) "Must have overall weight of fully assembled shield under 35 pounds, "Must be black in color "Minimum viewport measurement 3 x 9 inch, Level III ballistic polymer "3 X 10 "POLICE "Lettering on front of Shield "Polymer reloading edge along the entire top half of the shield "LED Light system "Handle "Accessories "Ballistic tested label (Level III) Light System "Dual LED Light system with separate power sources "Intrinsically safe system, clandestine laboratory approved "Minimum 300 Lumens per light "Minimum 60 minutes of illumination "Minimum of two Modes On/Off "Power Source, minimum of two CR 123A lithium batteries per light "Durable system able to pass drop test Handle " Cylindrical " Horizontally attached " Forearm buffer foam "Full length of handle pressure Light system On/Off Switch "Most current NIJ certified standard Accessories Each Ballistic Shield kit shall include the following accessories " An adjustable and collapsible weight assist carrying hook, Ballistic Vest Molle attachment system compatible "Detectable Forehead Buffer Foam "Detachable 10X6X 6 Utility Pouch Each Ballistic Shield shall be assigned and marked with an individual serial number that is traceable to its original ballistic material lot number, ballistic material mill roll number, incoming material lot test, and ballistic panel lay-up lot test. The Contractor shall provide new Ballistic Shields only. No remanufactured or "gray market" items shall be permitted. The Contractor shall provide a full five (5)-year warranty on workmanship, testing protocols, and viability of all kits and components to meet the most current NIJ certified standard for Ballistic Shield. The warranty period shall begin when the Ballistic Shield is inspected and accepted at the Government installation - not when the product is manufactured. On the fifth year the shield shall be sent back to the manufacturer for applicable retrofitting, repairs and overall inspection. This will include the light system check, shield skin /paint refurnished, ballistic viewport check for shield separation (Not Scratched Glass), handle and accessories repair or replacement. This warranty shall be void if the product has been altered by the customer or third party; abused or misused. Upon approval by DEA, the Contractor shall provide clear, written instructions to each recipient regarding warranty provisions and replacement procedures. The Contractor shall notify DEA immediately of any recall notices, warranty replacements, safety notices, or other issues regarding the Ballistic Shield Kits. Failure to notify DEA may result in the termination of this purchase. The offeror shall provide proof of liability insurance in the amount of at least $5,000,000 (United States). If the offeror does not possess insurance in this amount, a letter of intent from an insurance carrier certifying willingness to insure the offeror in this amount must be provided, and the insurance policy must be in place prior to the award of any contract. The offeror shall certify in writing that the quality, durability, and reliability of the sample shields submitted for testing are representative of all shields that would be delivered under a purchase A warranty label shall be placed on handle side of all Shields. The warranty label shall be legible for the life of the warranty under normal wear conditions and proper maintenance. This shield is not warranted to be bulletproof. This warranty does not cover and is void as to: "Any Shield that has been altered or modified in any way other than by (name of contractor/manufacturer inserted here) authorized factory alterations "Penetrations as a result of ballistic testing "The result of any specific ballistic testing Label material shall withstand normal wear and cleaning and remain readable during the entire warranted life of the Ballistic Shield. The Government anticipates award of a single, firm fixed price purchase order. All quotes will be evaluated. Evaluation will be based on Lowest Price Technically Acceptable. The following criteria to determine Technical Acceptability will be evaluated on a Pass/Fail basis: 1) Demonstration of ability to meet all specifications as stated, 2) Demonstration of ability to meet delivery schedule, 3) Two Production Demo Models with all submitted accessories which will be evaluated for form, function and durability through the FBI Ballistic Laboratory testing facility in accordance with the DEA Shield Testing Protocol (attached). NOTE: If no Shield passes the DEA Shield Protocol no shield will be selected under this solicitation. All questions shall be submitted electronically to claire.w.rotruck@usdoj.gov. The deadline for questions is June 12, 2014 at 11:00am EST. All Questions & Answers will be posted as an amendment to this solicitation. The written portion of the quote shall be submitted electronically to claire.w.rotruck@usdoj.gov no later than the deadline of July 10, 2014 at 11:00am EST. The two production demo models shall be delivered via mail to DEA Office of Training, Attn: David Stahl, 2500 Investigation Pkwy, Quantico, VA 22135 no later than the deadline of July 10, 2014 at 11:00am EST.
