- The synopsis has been modified as follows. The point-of-contact for administrative or contractual questions is John Scola at email: John.P.Scola@usace.army.mil. Please no phone calls. Please do not ask any technical questions, as answers to technical questions are only available through an online system during the solicitation process. It has been determined that responses to this acquisition will be limited to Small Business firms and the assigned NAICS code. The award will be made to the Lowest Priced Technically Acceptable (LPTA) proposal. The USACE Seattle District has a requirement for the construction of an Air Traffic Control Tower [ATCT] at JBLM's Gray Army Airfield in WA. The estimated square footage of the ATCT design is 13,700 square foot and the maximum occupancy is 20 persons. Facilities will be designed to a minimum life of 50 years and include LEED Silver planning. The scope requires demolishing the existing 3,300 total square foot tower because it is within the runway clear zone and is considered an obstacle. The new ATCT and supporting facilities include site development, lighting, paving, parking, sidewalks, curbs/gutters, storm drainage, sanitary sewer, water landscaping and signage. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $10,000,000 and $25,000,000. The completion period is not to exceed 730 calendar days after NTP. The NAICS code for this project is 236220 with a small business size standard of $33.5M. The solicitation will be a Design-Bid-Build [DBB] competitive RFP in accordance with procedures outlined Federal Acquisition Regulation (FAR) Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation. This Design-Bid-Build RFP project is limited to Small Businesses ON OR ABOUT Jun 13, 2014.
