Description
NOAA/The National Marine Fisheries Service/Northeast Fisheries Science Center (NEFSC), Woods Hole, MA, has a requirement for the leasing of a high frequency marine acoustic recorder with associated mooring. The requirement includes raw data extraction and a copy of data collected. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 334511; Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business size standard is 750 employees. The Government will solicit and acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.It is the Government's intention to issue a single firm-fixed price purchase order on an "all or none" basis for all items. The Award will be made to the quoter whose quote meets all Statement of Work (SOW) and solicitation requirements and is judged to be the best value, based on price and other evaluation factors listed in the attached Request for Quote (RFQ). The due date for quotes is June 11, 2014. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-73, effective 29 April 2014. The solicitation will be available for download via the electronic data interchange at FedBizOpps, www.fedbizopps.gov, on or about May 28, 2014. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the government must be registered in the System for Award Management (SAM) database, http://www.sam.gov/. All responsible small businesses may submit an offer, which will be considered.
