- Brand Name or Equal to: Philips VitalSense Dermal Patch Stock#500-0200-00 MEC: -Must be at least 57 mm diameter and 6 mm or less thickness -Weight must be between 5 and 9 grams -Must be able to collect date -10C to 60C -Accuracy must be at least +/-.25C - Must collect every 15 seconds or less -Must transmit up to 1.75 M unobstructed EVALUATION CRITERIA Basis for Award Award of this purchase order will be made on a competitive best value basis, using Low Price Technically Acceptable (LPTA) procedures among cost/price and non-cost/price factors. Non-Cost/Price factor will include Salient Characteristics as described below. The offeror with the lowest priced and is a technically acceptable offer will be awarded the contract. Cost/Price Evaluation The Government will conduct an appropriate cost/price analysis to determine whether prices are fair and reasonable. Evaluation criteria order of importance is as follows: Evaluation criteria are: (1) Technically Acceptable, (2) Price/Cost. All technical evaluation criteria must be rated Acceptable to be considered for award. Please note that unsubstantiated costs that are considered unrealistic or unsupported or both may cause the overall technical evaluation to be rated Unacceptable. Rating Scale Acceptable: A proposal is acceptable if it demonstrates to the government evaluators that the offeror can provide the requested salient characteristics described in the Scope of Work and can meet the delivery schedule. Unacceptable: A proposal will be deemed unacceptable if the offeror fails to demonstrate the ability to provide the requested salient characteristics in the Scope of Work and can meet the delivery schedule. A lack of minimum content or failure to address all evaluated areas could render a proposal unacceptable.
