Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to make a sole source award to Science and Technology Corporation (STC) upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CRREL intends to procure the following tasks in support of ongoing research on Remote Sensing, Soil, Snow, Hydrologic, Hydrogeologic, and Geographic Parameters for use in Data Base and Model Developments and Geographic Information Systems: 1. Develop Models on the Spectral Characteristics of Military Targets Science and Technology Corporation (STC) have conducted research and development studies with CRREL for a number of years to develop emerging spectral characterization models. The proposed task for this current effort is a direct correlation to the predecessor tasks. Because of this previous work experience, Science and Technology Corporation are uniquely qualified to conduct these task's activities. The STC team has specific expertise in Oracle Spatial database structures, DJANGO, python, The Point Data Abstraction Library (PDAL) and others. All of these software libraries comprise CRREL's LiDAR database structure: GRiD. Furthermore, they have specific knowledge of GRiD's inner software development environment which is not publicly releasable as it supports classified mission data. Thus, it would be impractical for the Government to expect anyone other than the incumbent to be able to leverage the methods of the predecessor tasks to achieve results for the immediate tasks that are consistent with that of the earlier efforts. 2. Collect Multispectral Data on Various Military Targets and Backgrounds Science and Technology Corporation (STC) have conducted research and development studies with CRREL for a number of years developing new multispectral image processing algorithms and data processing schemas for military target and background estimation. The STC Team has been involved in executing predecessor tasks which are highly correlated to this requirement. As such, the Government cannot realistically complete the specific technical scope of this task given the unique experience and involvement of STC in the predecessor tasks. Although the Government has a general requirement, there are intrinsic methods to the approach and execution that are specific to the incumbent contractor. The STC team has specific expertise in ERDAS and ENVI/ IDL image processing languages. They also have extensive knowledge of MATLAB: a scientific processing and visualization language. All of these software languages and programs comprise CRRELs R&D military mapping algorithm development and ongoing operational support. This Notice of Intent is not a request for competitive proposals; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement for review. Please provide responses to this notice no later than 12 June 2014 at 12:00 PM CST. All responses should be sent by e-mail to Tom.F.Nowocin@usace.army.mil or Ashley.M.Jenkins@usace.army.mil. NOTE: Telephone responses will not be accepted. A determination by the Government not to compete these requirements based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
