Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Engineering and MFG Services Inc. for one (1) Go! Scan 3D Handheld Scanner for the Aircraft Operations Center (AOC) located at MacDill AFB, FL. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on May 9, 2014 and closed on May 16, 2014. One response was received but was determined to be technically unacceptable to the government. Justification for Sole Source NOAA’s AOC routinely modifies an aircraft series with a similar modification package. Due to the inherent manufacturing and fabrication flaws/tolerances these modifications differ (within tolerance) from aircraft to aircraft. This creates difficulties designing and implementing new equipment installations as each aircraft requires a concerted effort between maintenance and science/engineering branch to adapt instruments to similar (but not identical) structures. The technology in handheld 3 dimensional scanning meets the precision and accuracy standards required to capture the structural features, which need to be scanned on NOAA’s fleet of aircraft. The requested item is manufactured solely by Creaform Inc. and sold through authorized regional distributors. Engineering & Manufacturing Services, Inc. is the authorized regional distributer for the AOC. Any attempt to reproduce this item from a source other than Engineering & Manufacturing Services, Inc. would require that the Government re-qualify the part at considerable cost to the Government whose cost savings could not be recovered using open competition. If the AOC cannot procure the needed 3D handheld scanner, it will have a negative impact on the AOC’s ability to perform critical maintenance on NOAA’s fleet of aircraft.
