- Description
- 1.This acquisition will be solicited as competitive procurement. All sources may submit a proposal or quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror qualifies as a local source shall be determined by the Contracting Officer. 2.This procurement shall utilize Lowest Price Technically Acceptable Procedures issuing one solicitation with the intent to award a Firm-Fixed Price (FFP), and Indefinite-Delivery/Indefinite Quantity (IDIQ) combination contract for facility related services contract for the project entitled Maintenance and Testing of Vertical Transportation Equipment (VTE) Systems Facility Support Contract (FSC) At COMPLEACT Chinhae and CFAC Family Housing at Fleet Activities Chinhae, Korea . 3.The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide VTE maintenance and inspection services at Commander, Fleet Activities Chinhae, South Korea combination FFP and IDIQ. The Contractor shall provide experienced, qualified, and capable personnel to perform the work in this contract. Personnel shall be fully knowledgeable of all safety and environmental requirements associated with the work they perform. Competent personnel shall be provided as required. Personnel shall speak, read, and comprehend English and/or Korean to the extent that they can perform the contract requirements and comply with installation emergency procedures. 4.The project is comprised of 12-month basic award and four (4) 12-month options. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. 7.The solicitation will be issued on or about 23 June 2014. Proposals will be due on or about 23 July 2014 at PWD Chinhae, Korea at the time specified in the solicitation. 8.Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the NECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
