All bidders has to adhere to the SCA wages highlighted Terms and condition To be completed by bidders To be completed by bidders This is an opportunity with Treasure Island Job Corps Center / Adams & Associates Inc. and not with the U.S. Department of Labor. SCOPE OF WORK ID #: TI-SOW-14a-002 Landscaping Services Adams and Associates, Inc., a Prime Contractor for the U.S. Department of Labor for the operation of the Treasure Island Job Corps Center - a student residential training facility located at 351 Avenue H San Francisco CA 94130, is interested in negotiating a Blanket Purchase Agreement (BPA) for the items listed in the attached Statement of Work (SOW). Bidders should note that this is an agreement with Adams and Associated, the Treasure Island Job Corps Center and is not an agreement with the U.S. Department of Labor. All quotes should be submitted in writing to the Purchasing Department by May 26, 2014 by 5 pm. Quotes received after the deadline and/or without all requested documentation will not be considered. Vendor is to return written bid on vendor letterhead. Vendor paperwork must include bid ID, all licenses for doing business in the State of California, all employee licenses required for performing work in the state of California, Certificate of Liability insurance and list of references if no past experience with Treasure Island Job Corp Center. Pricing is to be quoted for the time period of June 1, 2014 to November 30, 2014. Adams and Associates, Inc., reserves the right to reject any bids and select the bid deemed most responsible. All wages are to be paid per Service Contract Act for services over $2,500. Overall, low bid does not constitute bid award. Treasure Island Job Corps Center is a federally funded facility and entitled to GSA pricing. Payment terms are Net 30 days from date of invoice. All question regarding the Invitation to Bid and/or scope of work must be submitted in writing to: richards.tasheka@jobcorps.org. No phone calls will be accepted. SCOPE OF WORK ID TI-SOW-14a-002 I. Summary TIJCC is a federally-funded residential educational facility serving approximately 475 Bay Area youth. The facilities consist of a 5 story dormitory, a 2 story dormitory, 3 academic/vocational buildings, a gymnasium, an industrial kitchen, a culinary training kitchen areas, and several administrative and clerical buildings. TIJCC seeks a vendor to provide Landscaping Services. II. Specific Requirements A. Lawns •1) Lawns shall be maintained in a healthy, vigorous, and growing condition, within the water limitations set by the current drought. •2) Mechanical edging along walks and curbs shall be performed bi-weekly with mowing. Lawns bordering ground cover areas shall be maintained once a month. Turf shall be kept away from the base of trees in at least a 6" radius to prevent mechanical damage. •3) All lawns shall be fertilized according to their individual needs to maintain good health, vigor and color throughout the year. Turf grass requires five to nine pounds of actual nitrogen per thousand square feet per year. Fertilizer shall be applied six times per year, and communicated to the TIJCC Maintenance Manager to meet this requirement. The cost of fertilizers will be included in the Subcontractor's regular monthly fee. •4) Turf will be kept free of weeds as reasonably possible with one major pre-emergent application in the spring and fall, and touch up applications to control weeds "on-the-spot" basis will be performed periodically. The cost of selective herbicides will be included in the Subcontractor's regular monthly fee. B. Ground Cover •1) Weeds shall be controlled in ground cover beds. Herbicides will be used in a pre and post emergent weed control program to maintain areas in a weed-free condition as much as possible. •2) The Subcontractor shall notify the TIJCC Maintenance Manager at least 24 hours in advance of herbicide application. The notice shall specify any precautions that should be taken by TIJCC personnel and will include an MSDS for all chemicals. •3) Ground cover plants shall be kept within designated areas. Ground cover plants shall be prevented from invading shrubs or climbing trees. Edging will include maintaining "well" around each shrub and tree. •4) A minimum of two pounds of nitrogen per thousand square feet per year shall be applied to plants showing nutritional deficiencies or, where additional growth is desired, applied in two applications per year. The cost of fertilizer will be included in the Subcontractor's regular monthly fee. C. Trees and Shrubs •1) Pruning shall promote structural strength and accentuate the plants' natural forms and features within limitations of space. The Subcontractor will be responsible for normal pruning of each tree for any limbs and branch clearance of 8 feet from the ground. •2) Tree stakes and ties shall be adjusted to prevent girdling and chafing, and shall be removed immediately. •3) Plant material shall be fertilized when there are signs of nutritional deficiencies or desire for additional growth. The cost of all fertilizer will be included in the Subcontractor's monthly fee. D. Irrigation •1) The Subcontractor will be responsible for the programming of the automatic irrigation control system. The Subcontractor will adjust the system to apply water according to the plant requirements based on weather and soil conditions and current drought conditions. •2) The Subcontractor will check the irrigation for coverage problems and adjust heads as necessary for best results. The Subcontractor will also report to the TIJCC Maintenance Manager any wear and tear problems or vandalism of the system. •3) Proposal price shall be based on the assumption that the irrigation system is in proper working order during the takeover period. The Subcontractor will provide an irrigation report to the client with recommendations on the system. Any repairs on the system will be done at the Irrigation Tech rate detailed below in Section IV, Extra Work. •4) This scope excludes irrigation controller, mainline, meter, pump, valve wiring or valve repairs. E. Debris Clean Up All landscaped areas will be inspected for trash and debris. All trash and debris will be picked up on the day the work is performed. All cuttings and debris generated during routine maintenance operations will be exported and disposed of offsite. III. Exclusions •1) Additional plantings. •2) Maintenance of trees and shrubs over 15' in height. •3) Repairs/replacements necessitated by vandalism, uncontrollable disease/pests, Acts of God, or other means beyond Subcontractor's control. •4) Soil tests and tissue test consultants. IV. Extra Work All extra work will require specific authorization from the Center and will be done on a time and material basis at various hourly rates, depending on classification of work to be done. V. Bidder requirements Vendor shall hold all licenses necessary to do business in the state of California and provide copies of all licenses with the bid package. Vendor is to provide a signed work order with the billing invoice that includes the BPA number and shows the time and material used for each request. The successful vendor shall obtain and maintain during the period of performance the following types and level of insurance coverage and must provide the appropriate Certificate(s) of Insurance: •· Workman's Compensation, Must meet the State statutory limit requirement •· Comprehensive General Liability with a minimum of $1,000,000.00 per occurrence -must name Treasure Island Job Corps Center as an additional insured on the Certificate of Insurance •· Auto Liability - minimum of $1,000,000.00 combined single limit, must name Treasure Island Job Corps as an additional insured on the Certificate of Insurance •· Fire Legal Liability - minimum of $500,000.00 per occurrence •· The proposed shall cover any and all expenses not covered by said insurance including all deductibles •· The successful vendor will comply with the requirements of the Services Contract Act, as Amended, for any services performed over $2,500.00. A copy of the Department of Labor Poster WHD 1313 (Revised April 2009) and a copy of the appropriate Wage Determination must be posted. •· A Material Safety Data Sheet (MSDS) is required for all chemicals used on Center by the Subcontractor. A list of all chemicals and the corresponding MSDS is to be furnished to the Center Safety Officer Kevin Tennyson at Tennyson.kevin@jobcorps.org. VI.
