Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The Mission Installation Contracting Command (MICC) Fort Stewart, on behalf of the Logistics Readiness Center intends to issue a two-month extension to the incumbent contractor for Dining Facility Attendant Services on Fort Stewart and Hunter Army Airfield, Georgia. The extension period will be from 1 June 2014 to 31 July 2014. This announcement is to determine the extent to which small businesses are capable of performing as the prime contractor for all labor, personnel (with all required certifications), equipment, materials, supplies, supervision and other items and services necessary to provide Dining Facility Attendant (DFA) service across twelve (12) dining facilities located on Fort Stewart and Hunter Army Airfield; with approximately 67 meal periods per month (breakfast, lunch, dinner during the week and brunch, dinner during weekends) with a rough average headcount of 250 per meal. These dining facilities are not normally all operated simultaneously but are opened and closed based on the needs of the installations. The work to be performed would require the contractor to be on site and fully operational on 1 June 2014. The two month extension will allow for sufficient time to compete the follow-on requirement which will be posted on the FBO website. This work is performed under the North American Industry Classification System (NAICS) Code 722310. The small business size standard for this NAICS is $35.5 million average annual revenue for the last three fiscal years. Work under this requirement shall provide the management, administration, supplies, materials and labor necessary to perform the required services. A determination not to compete this requirement was made pursuant to FAR 6.302-1, Only One Responsible Source. The Government intends to procure this sole source requirement under FAR Part 12 and FAR Part 15. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet the requirement. Responses should be addressed to Contract Specialist, Brett Zeigler via email at derrick.b.zeigler.civ@mail.mil no later than the response date and time of 3:00 PM EDT on 31 May 2014. Responses received will be used for future acquisitions. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
