- Request For Information (RFI) This RFI is being issued by the Defense Threat Reduction Agency/J4CRT (DTRA/J4CRT). The purpose of this RFI is to conduct market research, seek and identify qualified, experienced, and interested contractors capable of providing the Functional Defeat of WMD services in support of DTRA's Weapons and Capabilities Office (J9CXW) as described in the paragraph below: Requirements Definition DTRA J9CXW is seeking a contractor with the capability to develop innovative weapons technology solutions for the Countering Weapons of Mass Destruction (CWMD) problem including sub-scale and full-scale testing. The contractor shall have the capability to provide scientific, engineering, and other technical services, as well as the test facilities and test planning, required to accomplish this task at classification levels up to and including TOP SECRET. The contractor shall be capable of designing test approaches and procedures and collect test data results. The contractor will assist J9CXW in its mission by conducting research, development, testing and evaluation (RDT&E), in a controlled environment ranging scales from sub-scale to full-scale by utilizing expertise in chemistry, chemical engineering technology, environmental engineering, microencapsulation, polymer, material sciences, communications systems, mechanical design, computational modeling, signal processing, optics, physics, testing services, and test results analysis. The contractor shall have the capability to maintain an extensive background in Chemical Biological Radiological Nuclear and Explosive (CBRNE) counterforce technology development that aid in designing solutions to the CWMD problem. The contractor shall have the capability to test and validate diagnostic technologies, techniques and test articles for the testing of innovative CWMD weapons technologies solutions for CBRNE simulants, non-traditional simulants and energetic materials. This development may include, but is not limited to test sampling, weapons effects engineering, enhanced energetics, agent defeat, aerosol processes, modeling and simulation. Additionally, the contractor shall have the capability to maintain testing facilities as well as diagnostic development and verification tools/techniques to solve operational and technical problems for testing evolving technologies which include innovative CWMD solutions. The contractor shall have the capability to conduct studies related to DTRA/J9CXW's defeat, deny and disrupt mission. The contractor shall have the capability to identify, research, develop, and demonstrate potential power harvesting, unique storage methods and custom developed form-factor based solutions required by autonomous and unmanned systems programs. The contractor shall have the capability to identify, develop and verify potential sensors and enabling capabilities for mobility technology operational missions. Response and Submission Requirements This RFI is for Informational and Planning purposes only. This RFI is NOT a Request for Proposal (RFP), Request for Quote (RFP), or Invitation for Bid (IFB). This RFI is for market research purposes only to assist in determining capable contractors who can perform the requirement prior to finalizing the Acquisition Strategy. Responses to this RFI are not offers/proposals/quotes and cannot and will not be accepted by the Government to form a binding contract or agreement. The Government will not pay for any information received from any sources responding to this RFI. Choosing not to respond to this RFI will in no way prohibit future participation by any company if a solicitation is issued in the future. There has been no finalized acquisition strategy as of yet. Interested sources are encouraged to respond to this RFI by submitting your company's unclassified capabilities statement. Your response shall not exceed five (5) pages in total, using 12-point Ariel and 1" margin and should include the following information: 1. Company Information: Name, Address, Phone Number, Cage Code, Point of Contact (Name and Email), DUNS Number, etc. 2. Detailed information that describes your company's ability to satisfy the requirements described in the "Scope" Section above. Capabilities statements shall not reiterate or duplicate the language set forth in this RFI. Your capabilities statement shall demonstrate your company's ability to perform the requirements set forth in this RFI. 3. Company size and category (small business, woman owned business, etc.). All responses/capabilities statements shall be submitted electronically to Jonathan Diggs (jonathan.diggs@dtra.mil) no later than 12 June 2014. DTRA will not acknowledge receipt of responses to this RFI. Please make sure that all responses/capabilities statements are submitted as an attachment.
