- (Subject Continued) and outputs. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is W912L5-14-T-0501. This acquisition is utilizing procedures in FAR part 13, Simplified Acquisition Procedures and is issued as a Request for Quote (RFQ) from the 169 MSG/MSC, McEntire JNGB, Eastover SC 29044. This acquisition is being set-aside exclusively for Small Business concerns. In the event of insufficient small business participation, the government reserves the right to make an award on an unrestricted basis. The applicable North American Industry Classification System (NAICS) code is 334310, with a size standard of 750. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-73 dated 29 May 2014 and Defense Acquisition Circular (DAC) 91-13 DPN 20140528. The South Carolina Air National Guard's requirement is to provide all tools, parts, labor, materials, facilities, and transportation necessary to design and install two (2) EA video wall package systems each consisting of four (4) 46 quote mark NEC display monitors to enable the display of eight (8) customer furnished computers via a matrix that shall manage up to 16 digital or analog inputs and outputs and have a separate stand-alone VGA plus audio and HDMI laptop connectivity. The Government intends to award a Single, Firm-Fixed Price contract without discussions to the offer that represents the best value to the government based on price, special features IAW program standardization requirements, probable life, warranty considerations, and a review of relevant past performance on DoD contracts. A pre-proposal site visit can be arranged by placing a written request to the Contracting Officer at the e-mail address below no later than 2 June 2014. SUBMISSION GUIDELINES: Submitted proposal must include the following: (1) the solicitation number; (2) the name, address and telephone number of the offeror; (3) the price and discount terms (quote FOB Destination); (4) completion of the provisions 52.212-3 (included below); (5) details of services to be provided for each requirement identified with pricing. (6) proposal should be submitted under company letterhead, with DUNS number, FTID, company Name, Address and POC included. Submit all offers in response to this synopsis/solicitation to the Point of Contact MSgt Jonathan Bailey; either electronically at: jonathan.bailey@ang.af.mil or via facsimile at: (803) 647-8487. Please submit any requests for additional information or technical data in writing by email to the aforementioned (questions or inquiries received by telephone will not be addressed) on or before June 3, 2014 in order to provide a timely response. Offers received after 4:00pm Eastern on the required date of submission June 5, 2014; may not be considered unless determined to be in the best interest of the government. (b) Complete the necessary fill-ins and certifications in provision 52.212-3 section (b) (provided below) and return along with your cost proposal. (c) There is no additional requirement to submit a history of past performance on similar projects. Past Performance will be evaluated utilizing a combination of information obtained from the Past Performance Information Retrieval System (PPIRS), and the Federal Awardee Performance and Integrity Information System. (d) Prior to award, the vendor must be registered and have completed online representations and certifications in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. (e) This contract is subject to the Service Contract Act of 1965. The applicable Wage Determination in effect at the time of contract award will be incorporated into the subsequent contract.
