Attch 3 - NOAA-DART Message Formats Attch 1 - Tsunami Buoy Performance Specification Attch 2 - NOAA-DART 48 hr Test This Sources Sought/Request for Information (RFI) notice is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. The Government is under no obligation to pay for information submitted in response to this Sources/Sought/RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. T he applicable NAICS Code is 325211 - Plastics Material and Resin Manufacturing, which has a corresponding size standard of 750 employees. This is a SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION (RFI) ; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. The ERAD of the NOAA 200 Granby Street, Suite 800, Norfolk, VA 23510, is seeking information from potential sources for the National Weather Service (NWS), National Data Buoy Center (NDBC), to identify sources capable of providing one (1) Mid-Frequency Tsunami Buoy system with complete buoy, mooring, anchor(s), floats, and bottom unit meeting attached performance specifications. The performance specification and related data requirements are attached to this Sources Sought Notice and is subject to revision at the sole discretion of the Government. Interested parties are expected to review this Notice and all of the attachments to become familiar with the requirement. The attachments attached to this Notice are subject to revision. If a solicitation is issued, all revised documents will be included in the solicitation package. NOAA ERAD contemplates award of firm fixed-price contract and the anticipated delivery time to build one (1) complete buoy system is approximately six (6) months after receipt of order. Background Information: To ensure early detection of tsunamis and to acquire data critical to real-time forecasts, NOAA has placed Deep-ocean Assessment and Reporting of Tsunami (DART®) stations at sites in regions with a history of generating destructive tsunamis. NOAA completed the original 6-buoy operational array in 2001 and expanded to a full network of 39 stations in March, 2008. The Tsunami buoy system, called "Deep-Ocean Assessment and Reporting of Tsunami (DART)" presently constitutes a critical element of the NOAA Tsunami Program. The Tsunami Program is part of a cooperative effort to save lives and protect property through hazard assessment, warning guidance, mitigation, research capabilities, and international coordination. NOAA's NWS is responsible for the overall execution of the Tsunami Program. This includes operation of the U.S. Tsunami Warning Centers (TWC) as well as leadership of the National Tsunami Hazard Mitigation Program. It also includes the acquisition, operations and maintenance of observation systems required in support of tsunami warning such as DART®, local seismic networks, coastal, and coastal flooding detectors. NWS also supports observations and data management through the NDBC. DART® systems consist of an anchored seafloor bottom pressure recorder (BPR) and a companion moored surface buoy for real-time communications. An acoustic link transmits data from the BPR on the seafloor to the surface buoy. The BPR collects temperature and pressure at 15-second intervals. The pressure values are corrected for temperature effects and the pressure converted to an estimated sea-surface height (height of the ocean surface above the seafloor) by using a constant 670 mm/psia. The system has two data reporting modes, standard and event. The system operates routinely in standard mode, in which four spot values (of the 15-s data) at 15-minute intervals of the estimated sea surface height are reported at scheduled transmission times. When the internal detection software Mofjeld identifies an event, the system ceases standard mode reporting and begins event mode transmissions. In event mode, 15-second values are transmitted during the initial few minutes, followed by 1-minute averages. Event mode messages also contain the time of the initial occurrence of the event. The system returns to standard transmission after 4 hours of 1-minute real-time transmissions if no further events are detected. DART II buoy system became operational in 2005. A significant capability of DART II is the two-way communications between the BPR and the TWCs/NDBC using the Iridium commercial satellite communications system. The two-way communications allow the TWCs to set stations in event mode in anticipation of possible tsunamis or retrieve the high-resolution (15-s intervals) data in one-hour blocks for detailed analysis. DART II systems transmit standard mode data, containing twenty-four estimated sea-level height observations at 15-minute intervals, and once every six hours. The two-way communications allow for real-time troubleshooting and diagnostics of the systems. The DART® buoys have two independent and redundant communications systems. NDBC distributes the data from both transmitters under separate transmitter identifiers. NDBC receives the data from the DART II systems, formats the data into bulletins grouped by ocean basin and then delivers them to the National Weather Service Telecommunications Gateway (NWSTG) that then distributes the data in real-time to the TWCs via NWS communications and nationally and internationally via the Global Telecommunications System. Capability Statement Objectives and Requirements: This notice is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain these buoys, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. The NOAA- NWS, NDBC is seeking the following information: a. Name of Company, Address and DUNS Number or CAGE Code; b. Point of Contact and Phone Number; c. A statement regarding current size of the company under the North American Classification System Code (NAICS) is 325211 - Plastic Material and Resin Manufacturing, this has a corresponding size standard of 750 employees. The applicable NAICS code of 325211 must be included in the vendor's NAICS listing within the System for Award Management (SAM) for NOAA to verify your size status; d. Type of End Product (i.e., Domestic End Product, Foreign End Product, or Other) and Origin; e. Corporate affiliations, potential joint venture partners, teaming partners, and/or major subcontractor information must be provided with your information; f. Commercial market information and practices applicable to this supply; g. Confirmation that your company can provide a commercial Tsunami buoy system in accordance with the attached documents shown below: (1) Attachment 1 - Performance Specification for a DART Compatible Moored System, February 10, 2014; (2) Attachment 2 - NDBC Procedure DART II Electronics and Back Channel Two-Way Commands and 48 hour Blue Tag (NDBC-8119, REV A. 7/2/2013); (3) Attachment 3 - NOAA/NWS Tsunameters Real-Time Data Transmission Formats Ver. 1.0, dated April 30, 2009. h. A positive statement of your intent to submit an offer as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice.
