Description

The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Sole-Source Firm Fixed-Price contract and will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items with Alcon Laboratories, Inc., 6021 South Freeway, Fort Worth, Texas 76134 as required by the Naval Hospital Camp Lejeune (NHCL) Ophthalmology Department. This requirement is to acquire the following items / supplies for the Alcon Allegretto Laser Ex-500 and Alcon Femtosecond Laser FS-200: (30) Wavelight FS200 PI & Wavecard “ Product # 8065990786, and (24) Wavecard EX500 Silver 50 “ Product # 8065990763. This is a Sole Source Action because the requested items are available exclusively from Alcon Laboratories, Inc. Alcon is the sole source developer, manufacturer and distributor of the consumables for the Allegreto Ex-500 and Alcon Femtosecond Laser. The requested items are required for the proper functioning of the Laser Ex-500 and FS-200. The anticipated award will be a five (5) year contract consisting of a one (1) twelve month base period and four (4) twelve month option periods. The anticipated date of the award is on or about 17 July 2014. The anticipated start date of performance is 01 November 2014. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 11 June 2014, by downloading the documents at the Neco Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this acquisition is 339112. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
