Description
The Fort Lee Mission Installation Contracting Command (MICC), in support of the Joint Culinary Center of Excellence (JCCoE) is issuing a RFI on a potential test/pilot program to modernize the Army Food Service Program (AFSP). This RFI offers the opportunity for interested businesses to identify current commercial industry standards that have the potential to improve the current AFSP. MICC/JCCoE is requesting feedback on the attached Performance Work Statement (PWS). Interested parties should provide question/feedback/comments on the PWS, as well as ideas about current commercial industry and rough magnitude cost estimates. Responses to the RFI containing proprietary or classified information should be clearly marked as proprietary. Your questions SHALL NOT contain proprietary or classified information. Requirements Summary: JCCoE is considering implementation of a modernization plan that will enhance the current food service program for all Continental United States (CONUS) installations. The RFI is to assist the JCCoE in the development of a program that will enhance the quality of life for assigned service members. It is expected that the modernized AFSP will meet the following objectives. (This list is not in order of importance) provide maximum satisfaction to customers through an efficient and effective operation provide appetizing, appealing and nutritionally sound food alternatives to the Army Dinning Facility maintain attractive facilities conducive to social interaction and adhere to excellent sanitation and safety standards promote nutritional awareness enhance Soldiers dining experiences by offering a variety of foods and styles of cuisine create and maintain a consumer feedback process that is constantly refined so as to maintain its vitality and interest effectively implement vibrant marketing strategies establish and maintain a creative, hospitable and quality-oriented program that meets the needs and exceeds the expectations of the customer offer the latest food concepts, in addition to exceptional service and convenient operating hours which are responsive to the needs of the customer enhance the quality of the food services program and increase head count while maintaining costs at a reasonable level employ state-of-the-art technology to support the food service operation through the utilization of commercial practices and equipment: The Army is open to enhancing the dining facilities with improved Food Court, KIOSK and Restaurant concepts (branded or unbranded). all requirements identified in the PWS Scope THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal. This RFI does not commit the Government to contract for any supply or service. Further, MICC/JCCoE is not seeking proposals through this RFI and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future procurement, if conducted. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Please note that MICC/JCCoE will not respond to questions about the policy issues raised in this RFI. MICC/JCCoE may or may not choose to contact individual responders. Such communications would only serve to clarify written responses further. The information provided in the RFI is subject to change and is not binding on the Government. This RFI should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. No calls will be accepted.
