Description
THIS IS NOT A NOTICE OF SOLICAIATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) contract on a sole source basis to BAE Systems Electronics, Intelligence and support Electronic Solutions, (hereafter referred to as BAE Systems), in Nashua, N.H., for the procurement of Full Rate Production (FPR) lots 6 through 10 for the AN/ALE-55 Fiber Optic Towed Decoys (FOTDs) and Electronic Frequency Converters (EFCs) systems for the Integrated Defensive Electronic Countermeasures (IDECM) Radio Frequency Countermeasure (RFCM) Program. The contract will consist of a base year with four options. The anticipated quantities are as follows: Base Year, FRP 6 (FY 16) - 300 (FOTDs) & 20 (EFCs), Option Year Quantities; FRP 7 (FY 17) - 300 (FOTDs) & 20 (EFCs), FRP 8 (FY 18) - 300 (FOTDs) & 20 (EFCs), FRP 9 (FY 19) - 300 (FOTDs) & 20 (EFCs), and FRP 10 (FY 20) - 300 (FOTDs) & 20 (EFCs). In addition, the contractor shall provide field and technical support including: technical investigations and analysis of reported field problems (hardware and software), initial aircraft installation and checkout, on-site setup, debugging, data reduction and reporting, flight and maintenance crew training, pre-flight briefing, post-flight debriefing and technical support for the integration and compatibility of the AN/ALE-55 FOTDs and EFCs with other avionics. The contractor shall also provide services and materials to return AN/ALE-55 equipment to an operational condition. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304©(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems is the sole designer, developer, manufacturer and depot repair facility of the ALE-55 FOTDs and EFCs systems, having won a full and open competition for EMD in November 1995. BAE systems is the only qualified source with the comprehensive knowledge, rights, and technical data to meet the design and performance requirements for the ALE-55 FOTDs and EFCs, while maintaining commonality and meeting the required schedule. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact BAE Systems directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
