- SELECTION FOR MASTER PLANNING AND DESIGN INDEFINITE DELIVERY INDEFINITE QUANTITY MULTIDISCIPLINE ARCHITECT-ENGINEER CONTRACT FOR THE SMITHSONIAN INSTITUTION, WASHINGTON, DC Solicitation number: F14SOL10033 Notice Type (Action Code): P, Presolicitation Synopsis: 1. PROJECT INFORMATION: The Smithsonian seeks firms qualified to render professional, multi-disciplinary A/E services primarily for the earliest phases of creative master planning and design projects for Smithsonian museums, zoological park, research facilities, gardens, retail and food service facilities and offices. Selected firms may also be asked to provide a wide range of multidisciplinary architectural and engineering services for the Smithsonian Institution. Accordingly, the scope of services sought under this solicitation include but are not limited to the following services for new construction, building renovations, tenant fit-out, landscape design, facility improvement, interior space planning and facility master plan implementation: o preparation of reports, studies and design criteria; o site and geotechnical investigations; surveys; programming; o conceptual design; o facilities assessment; o facility and project master planning; o presentations for project review by various bodies including the National Capital Planning Commission (NCPC), the Commission of Fine Arts (CFA), and the D.C. Historic Preservation Office; o multidisciplinary architectural and engineering development of contract documents comprised of drawings and specifications for architectural, civil, structural, mechanical, electrical, plumbing, fire protection, telecommunications and security systems for a variety of routine and complex projects; and o cost estimating for project proposals and detailed construction cost estimating; value engineering; code compliance and accessibility review. Submissions should also anticipate post design phase and construction phase services such as construction bid and negotiation support, site visits, construction administration, shop drawing and submittal reviews, technical assistance, commissioning/start-up/fit-out design support and preparation of as-built record drawings. A-Es selected will be expected to respond to Smithsonian requests for services with expediency, thoroughness and a high level of design quality. 2. CONTRACT INFORMATION: Contract Information Service Type/NAICS Code Brooks Architect-Engineer Act services/FAR 36.6 Architectural Design Services/541310 Size Standard $7.0 million in average annual receipts Who may apply All responsible sources, except those holding current IDIQ contracts with 3 or more years of potential extensions remaining as of the announcement date on this solicitation Contract Structure ID/IQ, issued as separate, firm-fixed-price task orders Spending Limits Unlimited annual orders, no individual order to exceed $5 million Term One year, with nine one year options Subcontracting Plan Required? Yes, if respondent is a large business concern. See FAR 19.7 and statutory requirements at PL 95-507, PL 99-661, and PL 100-656. A minimum of 40% of total planned subcontracting dollars shall be placed with small business concerns, as follows: 5% Small Disadvantaged Businesses, including Historically Black Colleges or Institutions or Minority Institutions (SDBs) 5% Women-Owned Small Businesses (WOSBs) 3% Hub-Zone Small Businesses (HSBs) 3% Veteran-Owned Small Businesses (VOSBs) 3% Service Disabled Veteran-Owned Small Businesses (SDVs). Ninety percent of work is anticipated to be in the Washington, DC metropolitan area including Maryland and Virginia. The remaining ten percent of the work is anticipated to be in other geographical locations where Smithsonian Institution facilities are located including Arizona, Florida, Hawaii, Massachusetts, New Jersey, New York, and Panama. The selected firms should be capable of responding to and working on two comprehensive master plan projects concurrently. Task orders will be awarded based on the successful offeror's current workload and its ability to accomplish the order in the required time, type of services required, previous experience, including customer satisfaction, performance and quality of deliverables under the current IDIQ, and geographic location. Contracts may be issued up to one year after selection approval. 3. PRIMARY SELECTION CRITERIA: Firm evaluation and selection will be conducted in accordance with FAR 36.6 and will be based on the following primary criteria which are listed in descending order of importance. Evaluation of the short-listed firms will additionally include qualifications in accordance with below criteria that are demonstrated during the interview. A. Prime contractor and subcontractors’ firm qualifications, experience and past performance in the following types of projects: master planning and high quality civic and institutional design projects of a variety of sizes, involving new construction, historic preservation, and renovations to museums, libraries, cultural facilities, visitor centers, zoological park, higher education facilities, research facilities and offices. AEs are expected to have experience in most of the above types of projects. The scope of the projects and the quality of the planning and/or design response will be considered of greater importance in the evaluation than the quantity of projects or the number of categories represented by submitted projects. Projects submitted should demonstrate experience in addressing issues associated with campus planning, buildings listed on the National Register of Historic Places and/or on the historic building registers of states or other nations, facilities accommodating large numbers of public visitors, environmentally sensitive sites phased projects, projects pursuing Leadership in Energy and Environmental Design (LEED) certification (and/or other recognized sustainable designation) and projects requiring National Environmental Protection Act (NEPA) and National Historic Preservation Act (NHPA) Section 106 processes, including preparation of historic structures and cultural landscape reports. Responding firms must clearly identify disciplines to be performed in-house and those to be subcontracted. Firms must submit the names and supporting qualifications of all subcontractors. Firms are encouraged to minimize duplication within disciplines and in project roles in the selection of subconsultants or joint venture partners. An Organization Chart should be submitted as part of Section D that identifies firm and individual roles for Prime and Subconsultants. B. Demonstration of experience and design competence of the proposed staff with project types listed in Section A above. The demonstrated extent of involvement and quality of staff’s contributions to projects should be emphasized. The firm must have registered and licensed personnel, either in-house or through consultants, in the following key disciplines and areas of expertise: architecture, campus planning; landscape architecture, civil, structural, mechanical, electrical, plumbing, fire protection communications and related systems engineering; land surveying, cost estimating, and security system design. The evaluation of these disciplines will consider education, training, and the overall quality of relevant project experience. C. Firm competence as demonstrated by past performance on contracts in terms of planning and design quality, work management, responsiveness to client requirements, quality of planning and design documents, cost control and compliance with performance schedules. A discussion of the firm’s planning and design approach in working with the Smithsonian on master planning and feasibility study projects shall be submitted with your SF 330 in Section H. This discussion should demonstrate why the proposed team should be selected to align Smithsonian facilities plans and designs with the Smithsonian Strategic Plan (http://www.si.edu/Content/Pdf/About/SI_Strategic_Plan_2010-2015.pdf). As part of the project submission, provide a single copy of a sample master plan report or similar document demonstrating the firm’s graphic and written communications quality. A past report should be associated with one of the Example Projects provided in Section F of SF 330 and will be evaluated as a sample of the firm’s technical writing and graphic communications quality. D. Capacity of the project team to accomplish work within specified time constraints based on submittal of firms’ current and projected workloads. Firms should demonstrate experience with complex master plans and handling multiple complex projects simultaneously. The availability of an adequate number of qualified personnel in the key disciplines shall be presented. F. Firm location in reasonable proximity of Smithsonian Institution facilities, especially Washington, D.C. The primary office where the work will be performed and the staffing at that office shall be clearly indicated in the firm’s planning and design approach in Section H. Prime and Subconsultant firms located at a distance greater than 500 miles from Washington DC must explain in their approach section how they will work with the Smithsonian to minimize costs and inefficiencies associated with their more distant location. G. Computer capability. Contractor and subcontractors must be able to comply with Smithsonian Institution standards for documentation, drawings and specifications. These standards are available for viewing at the SI Office of Facilities Engineering and Operations Architect-Engineer Information Center website, at http://www.ofeo.si.edu/ae_center/index.asp. Required proficiencies include the following: (1) AutoCAD 2008; (2) Microsoft Office, including Project (3) Adobe Acrobat Professional; (4) 3-dimensional modeling, rendering and animation in specialized software such as Autodesk 3ds Max, Autodesk Maya; (5) Building Information Modeling in specialized software such as Autodesk Revit, Google SketchUp Pro, Graphisoft ArchiCAD, Navisworks, Onuma Planning System, as well as familiarity with IFC and Cobie file standards; (6) Experience with computer aided facilities management software such as Facility Center is highly recommended. 4. SECONDARY SELECTION CRITERIA: Small Business Participation. Evaluation and selection of the most highly qualified firm will also be based on the extent of participation by small businesses including Woman owned small business, Small Disadvantaged business, Historically Black Colleges & Minorities, Hub-Zone small business, Veteran Owned Small Business, and Service-Disabled Veteran-owned small business. Baseline subcontracting qualifications for large firms responding to this solicitation are set forth in FAR 19.7 and statutory requirements of PL 95-507, PL 99-661 and PL 100-656. Certifications and representations to this effect will be required of large firms prior to contract award. A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns. At least 5% of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 5% with Women-owned small businesses (WOSB); 3% shall be placed with Hub-zone Small Businesses (Hub-SB), 3% with Veteran-owned small businesses (VOSB); and 3% with Service Disabled Veteran-owned small businesses (SDV). While the subcontracting plan is not required with this submittal, large businesses should consider these requirements in selecting subconsultants for their proposed teams. 5. SUBMISSION REQUIREMENTS: The successful firm will be expected to sign a standard, unmodified, Smithsonian A-E contract, which includes standard FAR clauses governing A/E Contractor Responsibilities as well as Smithsonian specific provisions. A full copy of these provisions will be provided upon request by the Contracting Officer identified below. Interested, qualified firms are invited to submit the required information as specified below via courier to Smithsonian Institution, Office of Contracting & Personal Property Management (OCON&PPM), 2011 Crystal Drive, Suite 350, Arlington, VA 22202, Attention: Eve Errickson, or via U.S. Postal Service to Smithsonian Institution, Office of Contracting & Personal Property Management (OCON&PPM), MRC 1200, P.O. Box 37012, Washington, DC 20012-7012, Attention: Eve Errickson(note: submissions sent via USPS may be irradiated), no later than, 3PM June 30, 2014. Fax submissions will NOT be accepted. Firms must submit Parts I and II of the Standard Form 330 for the prime and, if applicable, joint venture(s). Part II of the SF330 must be submitted for each consultant. On SF 330, Part I, Block 5, include DUNS number for the prime firm. On the SF 330, Part I, Block F, provide the title and contract award dates for all projects listed in that section. 5 copies of the SF 330 are required. Failure to submit the completed SF 330 will render the submission unacceptable. Part I of the SF 330 shall have a page limit of 125 pages (not including the sample master plan report). A page is one side of a sheet. Font size shall not be less than 10 font. Preface the submission with an attached original and loose copy of a brief letter on company letterhead. Any interviews, if conducted, would most likely be scheduled in September.
