- Description
- The Department of Health and Human Services (DHHS), the National Institutes of Health (NIH), the Clinical Center (CC), the Office of Purchasing and Contracts (OPC) has a need to continue an existing patient-participant perception survey designed exclusively for the NIH/CC by the National Research Corporation (NRC). The current NRC Picker Plus is a Copyright protected survey of questions that have been designed for NIH/CC. In order to maintain the integrity of the data collected from patient-participants for benchmarking and continuous quality improvement purposes, the survey sent to the NIH/CC patient-participants must be identical in wording content and construction. Therefore, the need to assure continuity of survey content, the NIH/CC/OPC intends to sole source the requirement for the NRC Picker Plus membership services. NRC is a leader in the field of patient perception survey methodology and conducts ongoing research and development about a myriad of clinical issues and issues related to patient perceptions. Further, NRC offers a suite of survey amenities including client training, data collection and dissemination, and user group meetings; maintains a robust database of information from academic medical centers that are suitable for NIH/CC benchmarking purposes; has substantially improved systems and processes for the provision of full service survey implementation (a tested three-step mail methodology: data collection, analysis and presentation); and, because of the scientific credibility of the NRC-Picker research enterprise, provides opportunities for clinical research collaboration with NRC-Picker survey scientists. It is NIH/CC/OPC's intent to sole source the requirement to: National Research Corporation 1245 Q. Street Lincoln, NE 68508 The NAICS code is: 541618. It is anticipated that one purchase order will be issued for a base and three option periods. This is not a Request for Quote. Sources interested in this requirement must provide a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met. Responses must be in writing and must be received within seven (7) calendar days from the date of this notice. A determination by the Government not to compete the proposed contract based on responses from this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
