Description
The purpose of this announcement, in accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, to inform industry of the basis of the FAA's decision to contract with AgentFly Technologies via single source procedures. AgentFly is an agent-based, fast-time simulation model that focuses on human modeling and air traffic control (ATC) tasks. AgentFly Technologies Inc. is currently the developer of AgentFly and has exclusive rights to the development and support of the AgentFly tool. The AgentFly system was developed using sound software practices to meet the needs of an international simulation community. As a result, it is a unique and robust tool that allows new simulation capabilities to be added with little development cost. The AgentFly agents are built on an underlying system that is perfectly suited for Air Traffic Control environments. The underlying platform, AGLOBE, provides the capability to create Geographic Information Systems (GIS) enabled agents and provides the supporting communications infrastructure. The result is a platform that simplifies the development of software agents which automatically inherit capabilities from the model platform. This allows the user to focus on the behavior of the agents, and this capability is in contrast to other software platforms where communications infrastructure and GIS awareness must be built into each agent. A full and open competition is not available for this requirement. If your firm does not agree with the single source determination, please provide evidence of your firms' capabilities and experience in providing the above services.
