Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Command (MSC) is seeking information on potential sources concerning an overhaul and dry docking planned maintenance availability for the USNS MERCY (T-AH-19) which will satisfy the requirements as detailed below. USNS MERCY (T-AH-19) is scheduled for a Regular Overhaul / Dry-Docking (ROH/DD) Availability beginning on or about 12 January 2015 with a performance period of 75 days. The ROH/DD will be conducted at a contractor's facility on the West Coast, U.S. The estimated issue date of this solicitation (N32205-14-R-5003) is on or about 30 June 2014. After issuance, the solicitation may be obtained on the FedBizOpps website: https://www.fbo.gov/. The major work items are as follows: 1. 106 SWBT PRESERVATION 1 FWD, 4, 6S, 6 DB AND ER DB 2. 108 FREEBOARD PRESERVATION 3. 201 PROPULSION TRAIN INSPECTIONS AND REPAIRS 2_5 YEARS 4. 202 BOILER INSPECTION, 2_5 YEARS 5. 208 MAIN CONDENSER CLEANING AND INSPECTION 6. 209 PORT BOILER RETUBING 7. 210 MAIN CIRCULATION PUMP AND VALVE OVERHAUL 8. 505 BALLAST TANK OVERFLOW CHECK VALVES 9. 903 U/W HULL PRESERVATION (20%) All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether, a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract on or about 22 Dec 2014. The Appropriate NAICS Code is 336611, Ship Building and Repair, which has a size standard of 1,000 employees. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE code and a statement regarding small business designation and status; (2) The facility where the work will be performed; (3) Partnership agreements with any large businesses. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to host an information exchange meeting to discuss this RFI with interested potential respondents.
