Description
The Government will be conducting a pre-proposal conference and site visit at White Sands Missile Range, New Mexico on 8-9 July 2014, in support of the Electromagnetic Environmental Effects (E3) Systems Modernization Program. Government responses to the Draft Request For Proposal (RFP) questions received from Industry will be posted to https://www.fbo.gov prior to the subject conference occurring. (Eastern Daylight Time), June 13th, 2014: 1.Names of personnel requesting attendance with individual titles and short position descriptions, email addresses, and phone numbers (Limit 3 individuals per company). 2.Company capability statement describing areas of expertise (not to exceed 1 page). Specific details regarding site access, in addition to the conference's agenda, will be provided to announcement respondents. Point of Contact: Mr. Iain Skeete, Contract Specialist, iain.skeete.civ@mail.mil, 407-208-3347 Additional Information: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets, and Threat Simulators (PM ITTS), Instrumentation Management Office (IMO) intends to issue a Request for Proposals (RFP) for the Electromagnetic Environmental Effects (E3) Systems Modernization Program. The acquisition shall provide for the replacement and modernization of existing test equipment, infrastructure, and facilities at the Electromagnetic Radiation Effects (EMRE) test complex located at White Sands Missile Range (WSMR), New Mexico. A majority of the existing equipment presently used at the EMRE test complex is obsolete and inadequately supporting mission needs. The goal of the subject acquisition is to procure two high power transmitter systems in addition to replacement equipment for several mobile and fixed facilities. The effort will also encompass various characterization studies and integration of the aforementioned equipment. The E3 Systems Modernization Program competition will be conducted as a Total Small Business Set Aside, utilizing Best Value Tradeoff Source Selection procedures in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The North American Industry Classification System Code for this effort has been identified as 334220, quote mark Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing quote mark, with a size standard of 750 employees. The forthcoming final solicitation will result in the award of a single award Indefinite-Delivery Indefinite-Quantity contract comprised of Firm Fixed Price and Cost type line items.
