- Reclamation's Great Plains Regional Office intends to solicit quotations for multiple data collection activities to support feasibility, engineering, and preliminary land acquisition tasks for the Arkansas Valley Conduit. The place of performance is located in southeastern Colorado. Data collection field activities require access to private and public properties along approximately 230 miles of conduit. Identification of existing easements and other encumbrances on the properties to be crossed will allow Government designers to avoid crossing senior easements and facilities that may impact the Arkansas Valley Conduit project. The work under the solicitation will consist of furnishing all personnel, equipment, tools, materials, supervision, training, software, and other items and incidental services necessary to satisfactorily perform utility location research and land rights acquisition plan support services as specified in the associated Performance Work Statement. The principal components of the work to be performed include the coordination to obtain Permission-to-Enter private properties and public ROW, determination of easement and ROW boundaries, documentation and verification of property boundaries, utility GIS database expansion, and preparation of a land rights acquisition plan. The anticipated period of performance includes a twelve-month base period and four one-year option periods. The Government strongly urges offerors to inspect the Government-furnished materials and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. An organized site visit for approximately 230 miles will not be conducted. Most of the work consists of research of public records, field investigations on public and private land, and report preparation. Detailed information regarding the Government-furnished materials will be included in the solicitation. Pursuant to Part 12 and Part 13.5 of the Federal Acquisition Regulations, Reclamation intends to issue a Request for Quotation (RFQ) on or around June 16, 2014. Quotes will be due on or around July 14, 2014 at the Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. All responsible sources may submit a quote. The estimated price range of this acquisition is between $1,000,000 and $5,000,000. Reclamation anticipates issuing the RFQ under full and open competition. The applicable North American Industry Classification System (NAICS) Code is 541990 and the associated Small Business Size Standard is $14.0 Million. The RFQ will be available for viewing through electronic commerce. Reclamation will issue RFQ Number R14PS00552 via https://www.fbo.gov. Interested vendors shall also check https://www.fedconnect.net/FedConnect/Default.htm. The RFQ and any subsequent amendments and/or notices will be available to vendors on these websites after June 16, 2014. The Government anticipates award of this procurement on or around September 20, 2014. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed. IPP: Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
