Description
Background: The Defense Base Realignment and Closure Act established the Defense Media Activity (DMA) in 2008 joining geographically disparate offices with a similar mission within the Department of Defense (DoD) media and mass communication fields into a central headquarters. In October 2011, DMA opened its state-of-the-art headquarters and production facility at Ft. Meade, Maryland. DMA is the DoD's internal news, media production and distribution organization with the mission of supporting public and internal communications operations of the Office of the Secretary of Defense (OSD) and each of the Military Departments by gathering information on DoD policies, programs, and themes, and delivering it by broadcast, web and social media to the DoD worldwide audience. DMA informs millions of active, Guard and Reserve service members, civilian employees, contractors, military retirees and their families in the U.S. and abroad. DMA is designed to modernize and streamline media operations by consolidating military Service and DoD media components into a single, joint, integrated multimedia communications organization. Defense Media Activity consists of 2,200 active duty military, civilian, and contract personnel, employs state-of-the-art and emerging multimedia technologies in the production and distribution of a broad range of products and services that are essential to meeting the dynamic information requirements of the Defense Department's civilian and military leaders, current and former U.S. military service members and their families, and external audiences. DMA activities are currently located in eight locations in the United States and at 33 overseas sites. DMA's products and services include such brands as The Pentagon Channel; American Forces Radio and Television Service (AFRTS); Defense Imagery Management Operations Center; Defense Information School (DINFOS); Defense.gov and several of the military Service public web sites; Stars and Stripes; and DoD Facebook, Twitter, Instagram and YouTube sites. The DoD requires all agencies to create a Continuity of Operations Plan (COOP). To create that plan, DMA must conduct detailed research and analyses of our organizational functions to determine what functions must be covered by the COOP, and what resources (personnel, funding, equipment, logistics, and facilities) are required by DMA Headquarters and its component facilities at Fort Meade, MD. The DMA COOP may include relocation of all or parts of DMA Headquarters and its Fort Meade facilities to another military or commercial location outside of the National Capitol Region should the DMA facilities become non-operational for various periods of time (i.e. a week, a month, or longer than one month). Some Key DMA Organizations, Products and Services: Synchronization Center Located in the Ft Meade Headquarters Facility, the Synchronization Center manages news coverage of the senior DoD leadership including the Secretary of Defense, the Deputy Secretary of Defense, and the Chairman of the Joint Chiefs of Staff; coordinates with senior OSD, JCS, Combatant Commands, U.S. Army, U.S. Navy, U.S. Marine Corps, U.S. Air Force, U.S. Coast Guard and National Guard personnel to identify news and information requirements; develops plans for DMA media coverage; formulates internal information queries; and advises senior management on public affairs issues. Defense.gov Defense.gov is the official Department of Defense website and a starting point for finding U.S. military information online. The Defense.gov news content management team ensures the Department of Defense's primary website has up-to-date coverage of DoD leaders, activities and policies by managing print news and feature articles, still imagery and video products, and by creating Web special reports that focus on department priorities. American Forces Press Service The American Forces Press Service (AFPS) is the DMA news service providing articles pertaining to the activities of the Department of Defense. American Forces Network The American Forces Network operates and distributes distinct television and radio channels to a network of overseas AFN Affiliates, outlets, base cable systems, AFN Direct-to-Home satellite dish users, and Navy ships at sea. AFN delivers a "touch of home" news, information and entertainment programming through multi-channel television, radio, Web, social media and mobile applications to DOD overseas communities and forces stationed in 170+ countries. Pentagon Channel The Pentagon Channel is a TV channel broadcasting military news and information for the 2.6 million members of the U.S. Armed Forces. It is widely available on U.S. commercial, educational, and government cable systems and via satellite and can be viewed globally via the Internet. DOD Production Joint service, DoD civilian and contractor news teams create daily print, broadcast, web and social media products in support of Department of Defense leadership communication priorities. These products reach a daily audience of 3.2 million military personnel, DoD civilians and family members worldwide to support and improve situational awareness, quality of life, morale and sustain readiness. Social Media Products and Services Social Media Products and Services facilitate the DoD's participation in the active communication of key themes and messages through direct online interaction that includes: DoD Live Blog Armed with Science Blog Bloggers Roundtables Official DoD YouTube Official DoD Facebook account Official DoD Twitter account Official DoD Instagram account Radio and Television Production Office The Radio and Television Production Office produces, acquires, approves and schedules an average of 1,200 television and 350 radio spot announcements each year that provide military members, families and DOD civilians worldwide with timely/relevant command information via the American Forces Network, The Pentagon Channel, and web video services. Service Level Production Houses Army, Air Force, Navy and Marine Corps news teams create daily print, broadcast, social media and Web products for an audience of 3.2 million military personnel and civilians worldwide. DMA can dispatch Service-specific or joint news teams to supplement/augment public affairs field operations during contingencies and disaster relief operations upon request. Defense Information School The Defense Information School (DINFOS) has a long-standing mission of producing military and civilian Public Affairs and Visual Information personnel for the U.S. Department of Defense. Defense Imagery A wide range of products and services are available to fulfill the need for imagery of DoD operations and public affairs activities. They include the Defense Imagery Management Operation Center and its component, the Joint Combat Camera Center (JCCC), which specializes in accessioning, distribution and content management of DoD imagery. The JCCC can assist with emergent Combat Camera (COMCAM) requests for forces, communication plans and fragmentary orders Joint Hometown News Service The Joint Hometown News Service manages DOD's Hometown News program which highlights the accomplishments and worldwide activities of individual members of the U.S. armed forces to over 14,000 newspapers, television and radio stations. DoD Public Web DoD Public Web provides an enterprise-level cloud service comprised of Web hosting to provide information sharing for some 700 public-facing websites within the Department of Defense. Services include Web development, Web design, system engineering, network operations, security, training, migration support, web analytics, email marketing and helpdesk services for publicly-accessible websites and social media blogs. Production Support Services Production Support Services provides studio, field production and electronic newsgathering technical support for all DMA production teams, including The Pentagon Channel. Production Support specializes in field production of taped and live events through management of videography, lighting, audio, and video streaming capability provided by DMA-owned satellite trucks. AFN Broadcast Center The AFN Broadcast Center (AFN-BC), is located in Riverside California and provides commercial and DoD produced radio and television programming for military radio and television outlets overseas. These outlets serve American service men and women, Department of Defense (DoD) civilians, and their families stationed in over 175 countries around the world where English language broadcast service is unavailable or inadequate. Programs are uplinked from the AFN BC to a series of satellites and delivered worldwide via a secure transmission path. This global radio and television network service is called AFN, the American Forces Network. DIMOC-Riverside DIMOC Imagery Management (IM) located in Riverside, CA, processes still and video imagery shot by DoD photographers and videographers, a make it available to customers via the Defense Imagery website. Television-Audio Support Activity Also located at Riverside, CA, the Television-Audio Support Activity designs, procures, installs and supports radio and television production and content storage for DOD customers DIMOC-Tobyhanna Located at Tobyhanna, PA, this agency provides customer visual information order fulfillment, manages the VI production program and provides visual information replication and duplication for DoD customers. Technical Services Provides service to all DMA activity and components that have technical equipment service requirements. All daily operations and support for equipment maintenance, accountability and procurement are started and completed in DMA Technical Services. DMA Headquarters Component Located at Ft Meade, MD, this is the entity that provides headquarters-level staff advice and assistance to the Director, DMA and other components in subject matter areas such as Human Capital, Financial Management, General Counsel, and Information Assurance. RFI Purpose: DMA Contracting is seeking sources for the DMA Continuity of Operations Plan (Research and Development) needs. This RFI is a market survey to identify potential sources that are capable of providing the required services that are needed by DMA. The core competencies the Government needs to successfully complete this COOP are listed below and will provide respondents a better understanding of the needs of the Defense Media Activity and the respondent's potential ability to meet DMA's requirement. The purpose of this notice is to identify interested vendors - large businesses, small businesses, 8(a), Veteran Owned, etc., and to determine if a set-aside is warranted. Responses should speak to the ability to perform the requirements contained in this RFI and provide evidence of successful experience regarding the core competencies. The optimal solution for achieving the Continuity of Operations Plans (COOP) for DMA organizations at Fort Meade, Maryland, requires management and organizational project coordination that will incorporate commercial analytical expertise and experience to develop, coordinate, and test the plans. The prospective vendor must be able to advise on the development of a secure, scalable enterprise solution integrating best-of-breed products and technologies. The prospective vendor must present extensive project management experience, knowledge, skills, and abilities. The solution must provide a full-time management and organizational project coordinator who will support on a day-to-day basis the Director, Plans, Policy and Assessments (PPA), who has been appointed by the Director, DMA, as the senior project manager for DMA COOP development. The project coordinator, with appropriate support from the vendors staff, shall perform research and analyses of organizational functions to determine what functions must be covered by the COOP, and the resources (personnel, funding, equipment, logistics, and facilities) required by the DMA at Fort Meade, Maryland. The prospective vendor shall use this research and analyses as well as coordination with all concerned DMA staff and Components and any outside organizations (e.g. Fort Meade Garrison) to make recommendations to the Director, PPA, and the Director, DMA, as to specific actions and resources requirements (personnel, funding, equipment, logistics, and facilities) for the DMA COOP to include relocation of all or parts of DMA Headquarters and Components at Fort Meade to another location (e.g. military and/or commercial facility) within and/or outside of the National Capitol Region should the DMA facilities become non-operational for various periods of time (i.e. a week, a month, or longer than one month). The solution must demonstrate institutionalized standards for the reception, handling, distribution, and safekeeping of original media, up to and including certification by the Motion Picture Association of America or standards for safekeeping of original media by the National Archive and Records Administration (NARA). As part of the COOP, Headquarters DMA and the Defense Information School (DINFOS) must be capable of relocating, perhaps even outside of the National Capitol Region if required. The project coordinator shall provide advice on the mission, functions, personnel and organizational makeup of the Defense Media Activity organizations at Fort Meade, Maryland; in a new geographic area, for example, the DMA facility at March ARB, Riverside, CA or a commercial facility near the current Ft Meade location. Specifically, the project coordinator shall provide advice to the Director, DMA, for determining: which functions should be performed by the relocated DMA organizations at Fort Meade, MD; which functions may be transferred back to the Military Departments; and, which functions and/or organization(s) can, at least temporarily, be suspended. Core competencies: The DMA COOP project manager should have extensive experience with the management and operation of major federal government agency and/or regional or national commercial media and communications functions and organizations to include experience with developing COOPs for other federal and/or commercial media organizations. More specifically, the project coordinator shall have extensive skills, knowledge and abilities to research and analyze military and civilian personnel issues and requirements, federal logistical, facilities, and budgetary processes and procedures, and electronic, print, web and social media based media functions and products, and technical systems associated with these functions and products and services. The project coordinator shall travel on an occasional basis; for example, to DMA's American Forces Network Broadcast Center and Imagery Management Center, Riverside, California, for three to four days duration, and possibly several other CONUS locations to conduct research, discussion and coordination. Numerous visits will be required within the National Capitol Region to research, discuss and coordinate with the Military Departments, the DoD Washington Headquarters Services (WHS), and Fort Meade organizations. The government will provide reimbursement for travel expenses. Responses to this RFI must fully explain contractor personnel, methods, systems, and processes that may be used to implement their effort. Responses Due: All responses will be in electronic format and emailed to Leila Miller at leila.miller@dma.mil. All responses must be received not later than 20 JUN 2014, 2:00 PM Eastern Standard Time. Responses to this RFI must address the following: 1. Name of company; Name of company's POC, including address, phone, and email; 2. Type of entity (large business, small business, small disadvantaged, woman-owned, 8(a), HUBZone, service disabled veteran-owned, etc.,); 3. Intent to team (if applicable), and if possible, the anticipated teaming arrangement. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19 and FAR Clause 52.219-14, Limitations on Subcontracting. 4. Description of services your firm provides; 5. Firm's past performance in meeting stated objectives/requirements, particularly with Federal government customers; statement of qualifications to include information that clearly demonstrates the respondent's capabilities, expertise and experience to perform the requirements contained in this RFI. 6. Pricing model use; Disclaimer: THIS IS NOT A REQUEST FOR PROPOSAL (RFP), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. As a result of this Request for Information (RFI), the Government may issue a Request for Proposal (RFP); however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to this Request for Information (e.g., use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). The Government recognizes that proprietary data may be a part of your submittal.
