- REQUEST FOR INFORMATION 1. Description A negotiation may range from competitive to cooperative, but at the core of any negotiation is the reality that every negotiation is a complex communication process between two or more parties. More precisely, a negotiation is a process where a conflict at some level exists between at least two parties and at least one of them is motivated to resolve the conflict. There are many factors, contextual and process variables and strategies involved in a negotiation. For example, each party has a position, interest(s), and differing levels and perspectives on trust, information, power, and the motivation to develop a single option (or perhaps multiple options). 2. Requested Information. The purpose of this Request for Information (RFI) is to seek industry information about the potential development of a Decision Support System, capable of identifying and analyzing key process and interpersonal components of a negotiation. The Air Force General Counsel (SAF/GCD) is looking for information related to the feasibility, estimated development timeline and potential lifecycle costs associated with development of a decision support system capable of identifying and analyzing key process and interpersonal components of a negotiation. This would include, but is not limited to, assisting a negotiator in the negotiation process, assessing the various military negotiating contexts, evaluating the environment of all participants to the negotiation, recommending strategies and best alternatives to a negotiated agreement (to include ways to improve or weaken these alternatives), determining positions and prioritized potential interests of the involved parties, generating prioritized potential settlement options and guiding the solution selection process. The tool should rely on expert information gathered by intelligent data mining (e.g., Equal Employment Opportunity Prima Facie Cases, Armed Services Board of Contract Appeals decisions, Government Accountability Office bid protest decisions, etc.). 3. Disclaimer This RFI is designed to conduct market research to determine the current level of technology and availability of such technology in the current market. The Air Force District of Washington (AFDW) is interested in obtaining information related to potential development of a Decision Support System. It is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ. This RFI does not commit the Government to contract for any supply or service. AFDW, SAF/GCD and the Negotiation Center of Excellence (NCE) are not at this time seeking proposals. Small businesses are encouraged to respond to this RFI in order to assist AFDW in determining the potential level of interest, adequate competition, and technical capability of the Small Business community to fulfill this requirement. However, responses to the RFI are solicited from all interested parties.
