Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106-1 with Haemonetics Corporation, 400 Wood Road, Braintree, MA 02184-2412, as the only responsible source that can provide Blood Cell Washing Units. This acquisition is being conducted In accordance with FAR 13.106, only one responsible source. Provisions and clauses in effect through Federal Acquisition Circular 2005-73 are incorporated. The US Navy has a requirement for Seven (7) Cell Washer System in accordance with the Authorized Medical Allowance List (AMAL) for LHD 1 class ships. In compliance with the Command's initiative to enhance Integrated Logistic Support (ILS) for Fleet applications, the only technically acceptable item that has ILS support is the ACP 215 Cell Washer System manufactured by Haemonetics. The use of the ACP 215 eliminates air contamination of the blood due to the closed circuit structure of the system. ACP 215 enables the thawed blood shelf life to last up to 14 days. The installed base is currently in more than half of the fleet as well as each new ship being built. ACP 215 is the cell washer mandated to be utilized by Armed Services Blood Program coordinated by the Armed Services Blood Program Office. The purpose of the blood donor centers coordinated by Armed Services is to collect, process, and provide products for local/global use. The procedures and the equipment are standardized for the uniformity of applications throughout services as designated in the NAVMED P-5123/AFI 44-118/TM8-227-11 (pg4, pg 31). ACP 215 is the only cell washer that meets the NAVY standards as defined in NAVMED P-5123 (the instruction is attached). Additionally, the ACP 215 interfaces with the existing Total Containment Device (TCD), manufactured by Haemonetics onboard. The choice of any other manufacturer would result in a breakdown of that interoperability between fleet and reduce the lifesaving capability of each of the ships. Items being purchased in this acquisition: Seven (7) ea - ACP 215 Blood Cell Washer Systems, Cat# 02215-110-E Five (5) cs - Deglycerolization Kit, Large Bowl (20/CS), Cat# 00236-00 Five (5) cs- AS3 300ml Solution (25/CS), Cat# 0462A-00 Five (5) ea - ACP Printer Paper, Cat# 050222-00 Fourteen (14) ea Operator/Service Manuals, Cat# TBD Shipping - lot This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
