- THIS IS THE DRAFT SOW This is a Pre-Solicitation notice for FEMA Enterprise Audio, Visual and Video Teleconference Support of the Federal Emergency Management Agency's A/V needs throughout the agency. This notice is issued under the authority of Federal Acquisition Regulation (FAR) Subpart 5.201. FEMA intends to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the professional services outlined below. It is anticipated that the IDIQ will allow for both Firm Fixed Price and Time and Materials Type task orders. The period of performance is expected to be a base period of one (1) year plus four (4) one-year option periods. The applicable North American Industrial Classification System (NAICS) code for this requirement is 561499; the applicable size standard is $14 million. The work required under this contract is expected to include professional support. The contractor will be conducting site surveys at FEMA facilities throughout the United States, both CONUS and OCONUS. The contractor will be responsible in developing and providing customer A/V needs. The contractor will be tasked to complete A/V installations. The contractor will provide warranty and maintenance services as well. The contractor will provide program management support, including website development of A/V capabilities and be responsible for managing ongoing A/V projects. Prospective offerors must be actively registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Firms can register at http://www.ccr.gov. interested offerors are also required to submit their Online Representations and Certifications Application (ORCA) online at http://orca.bpn.gov. Some work will involve operating in a TS facility, therefore the contractor must have a TS FACILITY CLEARANCE at the time proposals are due. Some personnel will need to have a TS clearance. This Pre-Solicitation Notice does not constitute a Request for Proposal (RFP), nor does its issuance restrict FEMA's acquisition approach in any manner. FEMA intends to release an RFP for the aforementioned services on or about June 13th, 2014. The solicitation will be released via http://www.fedbizopps.gov Prospective offerors are encouraged to review the attached DRAFT Statement of Work.
