Description
DESCRIPTION OF WORK: Work includes, but is not limited to, construction of Lock Chamber Bulkhead Recesses at two sites, with options to install bulkhead recesses at four other locations on the Mississippi River. Bulkhead recesses as part of the Base Bid will be installed on opposing sides of the main lock chamber downstream of the downstream miter gates at Locks 12 and 13 on the Mississippi River. Bulkhead recesses as part of Option 1 will be installed on opposing sides of the main lock chamber downstream of the downstream miter gates at Lock 17. Bulkhead recesses as part of Options 2, 3, and 4 will be installed on opposing sides on the auxiliary lock chamber upstream of the upstream gates at Locks 17, 20, and 21 on the Mississippi River. All sites have different work requirements. In general, work at the sites may include, but is not limited to, temporary support of the Miter Gate, installation of cofferdams and dewatering, concrete removal, fabrication and installation of bulkhead recess assemblies, installation of new miter gate embedded anchorages, check post installation, installation of anchor and wall armor, concrete placement, re-adjustment of miter ages, fabrication and delivery of sill beam and accessories, installation of electrical ducts, installation of two haulage unit fairleads, horizontal concrete resurfacing, asphalt paving, and repair of damaged turf. NAICS Code: 237990 Completion Days: 365 Consecutive Calendar Days Estimated Range: Between $10,000,000 and $25,000,000 Unrestricted Procurement This construction contract will be awarded using competitive negotiations procedures for achieving the Best Value to the Government through the Source Selection Process. The Source Selection will be conducted in accordance with procedures prescribed in FAR Part 15. The criteria to determine Best Value to the Government will be in the form of a Price Proposal and a Technical Proposal will be outlined in the solicitation. It is anticipated that the plans and specifications for this project will be available on www.fbo.gov on or about 13 June 2014. Any contractor wanting the plans and specifications must download them from this website.
