Description

THIS IS A MODIFICATION TO AN ORIGINAL ANNOUNCEMENT POSTED ON MAY 15, 2014, REQUIRED TO CORRECT/CLARIFY ALL DATES PERTAINING TO THIS REQUIREMENT. THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA244-14-B-0620 for Project No. 542-CSI-203, Renovate Building 69 CSI project. This project involves the renovation of Building #69, Physical Medicine and Rehabilitation, (PM&R) at the Coatesville VA Medical Center. Building #69 is a one story, 24,000 total square foot building. All work for this project has been designed by an Architect-Engineering firm. The work includes the construction of a new indoor swimming pool and necessary support spaces; mechanical services and other pool services. The new swimming pool shall be approximately 1250 square foot. The pool has been designed with handicap accessibility in the pool itself. The design includes new windows and finishes throughout Building 69. The design includes the restoration of the old pool space and mechanical space. The old pool space will become the new patient care shop for Facility Engineering Service (FES) currently located in Building #69. The project also includes switching the patient gym from Building #38 (in the basement) to Building #69 and renovating the existing gym (in Building #38) to an employee fitness center. All work must be coordinated with the Contracting Officer's Representative (COR). The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about MAY 30, 2014. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Bidders mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on Wednesday, JUNE 4, 2014, at 10:00 am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than Thursday, June 12, 2014, at 1pm. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the cost range for this procurement is between $2,000,000 and $5,000,000 and NAICS Code 236220 with a small business size standard of $33.5 million. Bid Opening Date is scheduled for Monday, June 30, 2014, at 10am EST. After the formal bid opening, 'award will be made to the responsive, responsible bidder whose bid, in conformance with this solicitation, results in the lowest price as deemed fair and equitable to the Government.' All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 300 calendar days after receipt of Notice to Proceed. Offerors must be listed as 'verified' in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov; MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov; MUST have a current record in the Online Representations and Certifications Application (ORCA); and MUST meet OSHA/EPA requirements. For SDVOSB CVE verification guidelines, you may refer to http://vip.vetbiz.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov.
