- This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number HSCG38-14-Q-010119 is issued as a Special Notice of Intent to Award to the Component OEM, Honeywell International (SASC Renton, WA Cage Code 1W4T8) or an OEM authorized and fully capable repair vendor. When in receipt of evaluation or baseline price quotes only, the government reserves the right to issue a purchase order based on the government estimate of the repair or overhaul as applicable based on the government's historical pricing data. With exception of the Aircraft OEM or Component OEM, a capable repair vendor must be deemed capable by USCG Aviation Logistics Center Medium Range Surveillance Division's Engineering Department (ALC MRS) and therefore must be a FAA Certified Repair Facility, and/or an OEM Approved Repair Facility, be in legal possession of all current OEM Data required to complete the repair, and be able to certify that final assembly and testing will be conducted at their facility and no other facility. Vendors who do not meet the capability requirement will not be considered and should not respond. If not previously deemed capable by ALC MRS Engineering, vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact Bryan.P.Bray@uscg.mil for a capability evaluation and determination toward future awards consideration. The applicable North American Industry Classification Standard Code is 488190. The Coast Guard intends to issue a Not-To-Exceed post assessment firm fixed price repair order to the Original Equipment Manufacturer (OEM) or an OEM Authorized and Capable Repair Facility, for repair using OEM Proprietary Data for the following item(s): 4 Each NSN 5835-01-522-9881, P/N 980-6022-011, COCKPIT VOICE RECORDER (Repair IAW CMM 23-70-44 with Latest Revision) 1 Each NSN 6610-01-487-4326, P/N 980-4700-041, RECORDER, FLT.DATA RECORDER (Repair IAW CMM 31-30-40 with Latest Revision) The Coast Guard does not own nor can provide the OEM's Repair Manuals, Service Bulletins, or Proprietary Data. The Aircraft OEM is EADS CONSTRUCCIONES AERONAUTICASS.A. DBA EADS CASA, AV. DE ARAGON 404, MADRID, ESP E-28022, Cage Code 0117B. The closing date for this intent to award notice is June 6, 2014 at 4:00 pm EST. Anticipated award date is no later than June 9, 2014, with an anticipated required delivery date of all items on or before July 11, 2014.
