- The VA Office of Research and Development, Atlanta VA Medical Center, Research Department has a requirement for an electronic sleep study survey platform. This requirement is a Total Small Business Set Aside. The purpose of this notice is to determine small businesses that have the ability and interest to provide these services. The Contractor shall provide an electronic participant survey platform and customized daily sleep survey/electronic journal for the Sleep Evaluation & Enhancement Psycho-Educational Interventions for Dyads (SLEEP-E Dyads) project and Caregiving Dyads (CG ASSIST) project-specifically providing a fully customizable survey builder platform and training therein with increased patient engagement for caregiving dyads experiencing poor quality of sleep. Below are the contract requirements that the contractor must be able to provide: a)Providing access to fully customizable survey builder platform. This platform must: i)allow real time compliance for research team to monitor patient progress daily. ii)allow the research team to develop and adapt survey questions immediately based on patient feedback. iii)be highly engaging and easy to use. This should be demonstrated through extensive research on the user interface of the platform. iv)be accessible through Windows or iOS operating systems. v)be accessible and designed for a mobile tablet. b)Providing training of fully customizable survey builder platform: i)with the initial training for eight (8) hours provided either in person or through a desktop sharing application to view how to customize surveys. ii)with training included in the technical support for assistance with any customization techniques that cannot be covered in the first eight (8) hour training. This must be available for the first year and for all subsequent option years. c)Development of a customized patient survey with high patient engagement i)Contractor must provide evidence of implementing user interface and accessibility testing. ii)must include the ability to incorporate videos throughout the survey application. d)Providing real time screening of participants through survey platform. For Phase 2 of the study, participants must demonstrate sleep disturbances or related behaviors to meet the eligibility criteria. i)Contractor must be able to provide risk assessments that provide immediate feedback to patients-both with and without wireless internet connectivity. ii)Contractor must provide software capable of flagging patient responses both to contact patients based on particular responses and to alert research staff when patients provide responses that may indicate a health risk (i.e. trip or fall). e)Ensuring HIPAA compliance of survey with no data stored on the device and no PHI collected. i)Contractor must require annual HIPAA training for all employees. ii)Contractor must also have a Security Officer to ensure and maintain HIPAA compliance and who oversees a mandatory Breach Notification Policy. iii)This platform must use 256-bit SSL encryption, and no data can reside on the mobile tablet that is compatible with the software. f)Providing prompt technical support to research team: i)during normal business hours (8:00AM EST-6:00PM EST, Monday-Friday) ii)as needed outside business hours as dictated by scheduled home visits (7:00AM EST-7:00PM EST, Monday-Friday; 8:00AM EST-6:00PM EST, Saturday & Sunday). g)Meeting with and communicating with the Atlanta VAMC SLEEP-E Dyads and CG ASSIST research team: i)weekly for the first six (6) months of the project ii)as needed thereafter h)The Contractor shall provide the project coordinator and Principal Investigator with at least one dedicated point of contact to be available for training on and development of participant survey platform. This notice is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement and is a small business may submit a capability statement to the contracting office no later than Thursday, June 5, 2014, (4:00PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
