Description
This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. A separate written solicitation M67400-14-R-0001 will be issued as a Request for Proposal on or about 29 May 2014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S10. The North American Industrial Classification System coder is 238210. This procurement constitutes Item 0001, 0002, and four (4) 1-year option periods. The Contractor is required to be authorized to perform/operation in the country of Japan in accordance with DFARS 525.225-7042 entitled, Authorization to Perform. The Contractor may be required to submit a copy of its business license/permission upon a request by the Government. Required Items and Descriptions are as follows: Item No 0001: Telecommunication Upgrades - Telecommunication Upgrade Services to be performed in accordance with the required tasks and the Performance Work Statement (PWS) Section C, at those prices established under Attachment I, Labor Rate Price List. All projects and/or upgrade services for Marine Corps facilities on Okinawa, Japan shall be in accordance with manufacturer specifications and applicable publications for DoD facilities on Okinawa and Mainland Japan. Note: The Government estimates a quantity of 21 jobs/projects per year, which will be competed amongst awardees, see FAR Clause 52.216-27, Single or Multiple Awards. Item No 0002: Reimbursable Materials - Contractor shall be reimbursed for all materials in the performance of telecommunication service requirements, as specified in the PWS, Para C-1.9.1 Acquisition of Parts and Materials up to not-to-exceed amount per job. Materials will be reimbursed at cost and only with a receipt. All materials must be essential to the Telecommunication upgrade requirement. Contractor is authorized shipping in support of material requirements. When approved by COR, expedited shipping will be reimbursed. Proof of shipping / receipts required for reimbursement. The Government intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) with Fixed Price Labor Rates to one or more responsible offerors whose offer is most advantageous to the government considering price and other factors. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the System Award Management (SAM) in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. Solicitation will be available on or about 29 May 2014. The solicitation (Request for Proposal), when it is released it will be available electronically at the following websites https://www.neco.ney.mil and or http://www.fedbizopps.gov/ under solicitation M67400-14-R-0001. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CMP S.D. BUTLLER, PSC 557 BOX 2000, FPO AP 96379-2000. Offers must be received no later than 15:00, Japanese Standard Time of solicitation closing date.
