Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Firm Fixed Price (FFP) Sole Source contract to Perris Sky Venture DBA Perris Wind Tunnel, Perris, CA for use (rental) of Vertical Wind Tunnel for sustainment training of personnel for 130 hours (non-consecutive) in support of EOD Group, San Diego, CA. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a Sole Souce only. In accordance with FAR 5.102(a)(6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 9 am 4 June 2014 PST via email to Isabelito.Cabana@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
