- 1. This is a combined synopsis/solicitation for commercial services- prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price commercial contract. 2. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is being offered as a total Small Business Set Aside. The NAICS code is 488190. The small business size standard is $30 million. 3. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) Aircraft and equipment Operations. 4. The solicitation number for this effort is AG-6395-S-14-0095 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). 5. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. REQUIREMENTS AND QUANTITIES 01 Corrosion removal, repair 1 ea Aircraft N5411X Unit Price = _________ 02 Corrosion removal, repair 1 ea Aircraft N5411X Unit Price = _________ Total Price= _________ 7. SOW Purpose: To repair two United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) Aircraft and Equipment Operations (AEO) Cessna U206 aircraft that have been deemed unairworthy or unable to complete the mission set forth by APHIS. Tail numbers N9935R and N5411 Scope of Work: Aircraft must be inspected for all corrosion. Once inspected all corrosion must be cleaned and treated in accordance with the aircraft manufacturer approved methods. All parts that have damage must be annotated. Damaged parts that are considered unrepairable must be removed and replaced in accordance with aircraft manufacturer approved methods. All parts that are repairable must be repaired in accordance with FAA and aircraft manufacturer standards. Inspection: The aircraft can be inspected at the Moore Air base in Mission TX. To schedule an appointment to inspect the aircraft please contact Adan Perez 956-205-7722. The vendors quote will includes a complete list of all parts required, scope of damage and labor to repair each aircraft. Location of Work: The successful vendor will have an enclosed hangar for the aircraft and with ample space for working with various tools and equipment required. The location shall also provide suitable ventilation to perform such work. Period of Performance, Deliverables Schedule: Vendor will have 90 days from receipt of the aircraft to complete all required work. Extensions may only be approved by the Contracting Officer. Applicable Standards: Vendor shall perform all work in accordance with Aircraft Manufacturer and FAA standards and regulations. Acceptance Criteria: A representative of AEO will have final acceptance on all performed work. Vendor shall make all required log book entries including any FAA Form 337's. Special Requirements: Vendor shall have appropriately FAA licensed personnel to complete all work and log book entries. The final work shall be inspected by an FAA certificated Airframe and Powerplant mechanic with Inspection Authorization from AEO. Miscellaneous: Any items over and above the set contract shall be submitted to the AEO Director and approved by the Contracting Officer (CO) before work can continue. Any lead time required in the acquisition of parts shall be noted and expressed in writing to the AEO Director and CO. 8. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. 9. The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. A trade off process will be used to evaluate quotes. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. The following factors shall be used to evaluate offers: Price; past performance and Technical capability including but not limited to: ability to perform the repairs, knowledge experience certification of key personnel and Place of performance. Technical/quality factors, place of performance and past performance together are greater than Price. 10. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications www.SAM.gov or return a completed copy of the Offeror Representations and Certifications with their quotation. 11. The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. 12. A COMPLETE QUOTE WILL CONSIST OF THE FOLLOWING: a. Price for the items, CLINS 001and 002 which provides the total price. b. Signature of the offeror on the page which lists the price. c. Provide detailed prices for the specific repair and the technical past performance informant will be used to make an evaluation and arrive at a determination as to whether the quote will meet the requirements of the Government. Therefore, the technical quotes must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the technical capability criteria as well as past performance information. Proposals which merely paraphrase the requirements of the Government's specifications/statement of work, or use such phrases as "will comply" or "standard techniques will be employed" may be considered unacceptable and may not be considered further. Quotes should be of sufficient detail to determine their adequacy. d. A completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items or if not completed in SAM.gov. If an offerors quote does not contain all of the items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the offerors quote, thereby making an offeror ineligible for award.
