- SOW SOURCES SOUGHT NOTICE THIS IS NOT A SOLICITATION. This is a Sources Sought Notice for a commercial acquisition. The Government does not intend to award a contract on the basis of this Notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) and Eastern Region Acquisition Division are conducting market research to determine potential sources capable of providing the required services described herein, and as set forth in the attached Statement of Work. The North American Industrial Classification System (NAICS) code is 812921, "Photofinishing Laboratories (except One-Hour)." The small business standard for this NAICS code is $19.0 million. This is not a request for technical or cost proposals. All types of business concerns, both large and small, are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement demonstrating their capability to provide the photographic services detailed below. Background: The National Oceanic and Atmospheric Administration (NOAA) National Ocean Service (NOS) Remote Sensing Division (RSD) of the National Geodetic Survey (NGS) is tasked to provide aerial photographic and electronic digital scan products in support of Government programs as well as private sector requests. Since the late 1940's, the National Geodetic Survey's Remote Sensing Division has acquired precision aerial photography for a variety of mission-specific, geo-positioning applications. These include: delineating the shoreline for Nautical Chart creation, measuring water depths (photobathymetry), topographic mapping, mapping seabed characteristics, and locating features or obstructions to ensure the safety of marine and air navigation. The photographic images acquired prior to the 1960's represent overhead depictions prior to any satellite reconnaissance. Some of the early film is very delicate and must be handled by trained professional to ensure these one-of-a-kind assets are not irreparably damaged and lost forever. With a mix of historical and contemporary assets, over 6000 rolls of film are in NGS' library. Unlike 35mm film that many were accustom to until the advent of digital photography, aerial film is much larger in stature and requires considerably more space, special processing, storage with rigorous environmental controls, careful transfer and handling procedures. Overview of Requirement: A comprehensive range of aerial photographic and digital products and services is required for this solicitation for processing, printing, scanning, and storage services of color, black-and-white panchromatic, and color and black and white infrared aerial film supplied by NGS. Specialized photographic equipment is necessary to process aerial film and to produce contact prints, scaled enlargements, film diapositives, roll film duplication, and conversion of analog images to metric-quality standards. Requirements include proper background, training and knowledge on historic aerial film handling, cataloging and record keeping, full-service photographic laboratory and chemistry facility, film development and product generation of various media including film, paper, and electronic data, special services such as electronic or hand titling, research, splicing, and mounting, and the capacity to properly and securely store the thousands of undeveloped and developed film in rigorous environmental conditions, specifically long-term freezer storage. For a complete list of requirements, see Attachment 1, Statement of Work (draft). It is the Government's belief that only Harry A. Stiller Images, Inc. (HAS) of 136 North St. Clair Street, Suite 300, Dayton, Ohio, 45402 can provide these unique long-term storage and processing requirements. HAS has provided the necessary full range of analog and digital aerial film services mentioned herein for over 20 years. Efforts to solicit from other sources have been conducted on numerous occasions in the past; however, no other firm has had an interest in these unique services or has had the requisite capability to do so. Notwithstanding, NOAA is conducting market research in an effort to seek available capability to perform these services within the market place. How to Respond: Firms who believe they have the capabilities to provide the required full service aerial photographic services, as described in the requirements, must furnish detailed information demonstrating their capabilities to fulfill the requirements. Submitted Capability Statements shall include the following: (1) Firm name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business, as validated via the Central Contractor Registration (CCR) (4) Company point of contact - name, phone and email address (5) Point of contact, phone and email address of individuals who can corroborate the demonstrated capabilities identified in the responses (6) Demonstration of the capabilities possessed for meeting the requirements, including knowledge of and experience with constructing and maintaining CORS installations. (7) Three (3) references whereby same or similar services were provided to any entity to include federal, state, local, private or non-profit. Businesses shall submit an electronic copy using PDF or Microsoft Word of the requested information (not to exceed 10 pages, including appendices, diagrams, and examples using one inch margins, and pages numbered consecutively) to Katie Carter, Contract Specialist, via email at katie.carter@noaa.gov and Melissa R. Sampson, Contracting Officer via email at melissa.r.sampson@noaa.gov no later than 4:00 p.m. Eastern Standard Time (EST) June 13, 2014. Responses will not be returned. Any questions or responses to this Sources Sought announcement shall be directed to Katie Carter via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this Sources Sought announcement or follow-up information requests, if applicable.
