Description
NASA is one of the largest consumers of helium in the United States, and uses approximately 75 million cubic feet of helium (in gas and liquid form) per year at the following facilities: Ames Research Center (ARC), Columbia Scientific Balloon Facility (CSBF- Palestine TX, Ft Summer NM, Port Hueneme CA), Goddard Space Flight Center (GSFC), Glenn Research Center (GRC), Plumbrook Station (GRC-PB), Jet Propulsion Laboratory (JPL), Johnson Space Center (JSC), Kennedy Space Center (KSC- including Cape Canaveral Air Force Station), Langley Research Center (LaRC), Marshall Space Flight Center (MSFC), Michoud Assembly Facility (MAF), Stennis Space Center (SSC), Wallops Flight Facility (WFF), White Sands Test Facility (WSTF). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Kennedy Space Center, the procuring Center for the Agencys propellant requirements, contemplates the release of both a draft request for proposal (DRFP) and a final request for proposal (RFP) for the continued supply of helium, conforming to MIL-PRF-27407C, to the above locations for a potential performance period of five years. This helium procurement will be subject to the provisions of the Helium Stewardship Act of 2013, including NASAs continued participation in the Federal in-kind program for crude helium, managed thru the Bureau of Land Management (BLM). The contemplated period of performance is five years, from October 1, 2014, through September 30, 2019, which will consist of a two-year base period, a two-year option period, and a one-year option period. The NAICS Code for Industrial Gas Manufacturing is 325120 and the applicable Size Standard is 1,000 employees. The anticipated release date of the DRFP NNK14514021R is on or about June 13, 2014, with an anticipated comment due date of on or about June 27, 2014. The release of the final RFP is to be determined based on feedback received from the DRFP. All responsible sources may submit comments which will be considered by the agency. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor this site for the release of the solicitation(s) and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation(s) and amendments (if any). All contractual and technical questions related to this notice must be submitted in writing to Steven B. Peterson via e-mail at steven.b.peterson@nasa.gov not later than June 13, 2014. Telephone questions will not be accepted. FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
