- The U.S. Department of Energy (DOE), Office of International Affairs, intends to award a sole source contract to Caribbean-Central American Action (CCAA). The requirement consists of a planning and supporting services to help the DOE to advance key Energy and Climate Partnership of the Americas (EPCA) goals in the Hemisphere and advance DOE strategy and priorities for the Western Hemisphere. ECPA serves as the primary multilateral partnership for DOE in the Western Hemisphere. Support provided through the contracting activity will advance the key goals of ECPA as well as provide valuable information to advance DOE policy strategies in the Western Hemisphere. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes othe r than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. CCAA is the only source uniquely qualified to perform the services desired by the Department of Energy given their expertise and experience in the Caribbean and Central America to address existing public policies, which affect Western Hemisphere energy development. Given Caribbean-Central American Action?s unique expertise and record in fostering energy cooperation in the Western Hemisphere, the CCAA is particularly well qualified to perform these services and to provide the Department of Energy/IA with the anticipated results. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this sole source procurement with Caribbean-Central American Action, then they should submit a capability statement and pricing information for the requirement by 12:00pm EST on June 16, 2014. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The anticipated period of performance will be for 10-months.
