- RESPONSES REQUESTED FROM ALL INTERESTED FIRMS (LARGE AND SMALL BUSINESSES) This announcement constitutes a Sources Sought Synopsis (market survey). This IS NOT a request for proposal or a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge and information of potential qualified firms. Responses to this Sources Sought Notice will be used by the Government in making appropriate acquisition decisions. There will there be no compensation provided for any submissions provided to the Government. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Norfolk District is anticipating a future procurement for a firm-fixed-price contract for the Design-Build construction of a natural gas fired combined heat and power plant (CHPP). The requirement is to replace the existing coal fired CHPP with new natural gas fired CHPP capable of producing approximately 14 MW of power and 500,000 lbs of super heated steam per hour. The location of the requirement is at the Radford Army Ammunition Plant in Radford, Virginia. The anticipated contract duration is approximately 18 months and the magnitude of construction is approximately $25M - $100M. There are no available drawings or specifications. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 237130, Power and Communication Line and Related Structures, with a small business size standard of $33.5 million. Interested contractors are to provide capability statements that contain, in respective order: 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on military construction and Design/Build CHPP projects of similar scope and magnitude, describing no more than five (5) projects that are at least 50% construction complete and that ran concurrently within the past ten years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Your capabilities statement may be mailed or submitted via electronic means. Electronic submissions should be emailed to stephen.e.slaby@usace.army.mil. Hardcopies may be mailed to U.S. Army Corps of Engineers, Norfolk District, ATTN: Steve Slaby, Contracting Office, 803 Front Street, Norfolk, VA 23510. The capability statement must be received by mail or electronic means no later than 12:00 pm (EST) on 13 June 2014.
