Description
REAGAN TEST SITE METEOROLOGICAL SUPPORT SERVICES SITE VISIT NOTICE This notice is issued in accordance with FAR 5.205(c), quote mark Special Situations quote mark. The United States Army Ronald Reagan Ballistic Missile Defense Test Site (RTS) is conducting a site visit on 8-11 July 2014 at US Army Garrison-Kwajalein Atoll (USAG-KA), Republic of the Marshall Islands. This site visit is intended for companies interested in responding to a prospective solicitation, W9113M-14-R-0013, which will provide meteorological support services (MSS) to collect, process, and interpret meteorological data; provide specialized weather forecasts; provide meteorological consultation services; provide operations and maintenance of meteorological equipment and instrumentation; provide systems engineering and integration; and improvement and modernization. The site visit is intended to allow contactors to view the location in order to assess if their company can satisfy the requirements set forth in the draft Performance Work Statement (PWS) which is attached as part of this site visit notice. The Government anticipates this effort will be conducted as a competitive set-aside for 8(a) firms under FAR Part 19. The respective NAICS for this effort is 541712, with a small business size standard of 1,000 employees. Due to the limitation of commercial flights into Kwajalein Atoll, tickets should be purchased well in advance. Attendees will arrive at Kwajalein Atoll, Republic of the Marshall Islands on 8 July 2014 and depart on 11 July 2014 (local dates). Please note that Kwajalein Atoll is located across the International Date Line. The site visit is intended only for potential Prime contractors. A SECRET security clearance is required for access to the US Army Garrison-Kwajalein Atoll (USAG-KA) and there may be areas that are deemed CLASSIFIED and will be restricted to site visit attendees. This announcement is intended for US companies only and, as such, Foreign Nationals are restricted from attendance at the site visit. There shall be no photography allowed during the visit. The Government will not be conducting one-on-one discussions during this event. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Government does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. All contractors wishing to participate in this site visit shall contact Army Contracting Command- Redstone Contract Specialists, Joshua Flinn at joshua.e.flinn.civ@mail.mil and La Quita Mox at laquita.l.mox.civ@mail.mil. Due to the limited resources at Kwajalein Atoll, contractors may only nominate one (1) attendee per company. Please include the attendee's first name, last name, contact information and position within the company. The deadline to request attendance is 20 June 2014. Upon receipt of the attendee's information, the Government will contact the nominated attendee with additional instructions to request access to USAG-KA. Visit approval is contingent upon written approval from USAG-KA. Upon notification of approval, the attendee will be provided with an agenda. A DRAFT copy of the MSS Performance Work Statement (PWS) is attached to this site visit notice. The Government would like industry comments on the DRAFT PWS but will only accept PWS-related questions and comments after the site visit. ONLY QUESTIONS REGARDING THE SITE VISIT WILL BE ACCEPTED BEFORE 8 JULY 2014. The due date for DRAFT PWS-related questions and comments is 18 July 2014. As a DRAFT copy, the PWS is subject to change. The following Additional Information provides processes and procedures for lodging, travel, meals, etc.
