- Safekeeping Securities Services (third party custodial) WORD document Safekeeping Securities Services (third party custodial) This is a Solicitation notice (synopsis) for a full and open competition. The CNIC, FFR Division has a requirement to provide safekeeping services (third party custodial). The primary purposes of the safekeeping account are to provide third party clearing of security purchases or sales, custodial services for assets held for investment, and to process interest payments received on securities. SCOPE. The Contractor shall provide safekeeping services (third party custodial) to CNIC, FFR Division. The primary purposes of the safekeeping account are to provide third party clearing of security purchases or sales, custodial services for assets held for investment, and to process interest payments received on securities. Securities held in the CNIC, FFR Div. Safekeeping Account shall be segregated from securities owned by the Contractor or owned by other customers of the Contractor. The Contractor shall provide supporting documentation to CNIC, FFR Div. showing all transactions daily. The Contractor shall provide either an automated system through which CNIC, FFR Div. can notify the bank of trades or provide for notification by fax. The Contractor shall notify CNIC, FFR Div. by telephone and e-mail of trades that fail. The Contractor shall provide a telephone and e-mail point of contact for service inquires. The Contractor shall respond intra-day and timely to requests for information about transactions. The Contractor shall credit CNIC, FFR Div. the same day with good (collected) funds for any interest or principal received. The Contractor shall compensate CNIC, FFR Div. for any loss due to Contractor error, fraud or negligence with respect to handling, transfer, delivery or custody of securities delivered to, from or held in the safekeeping account. This includes loss of principal, interest, or availability of funds. The Contractor is liable for the acts of any nominee or agent of the Contractor The Contractor shall provide a means for CNIC, FFR Div. to settle security trades, interest payments, pay downs, maturities with a single transfer between accounts maintained at the CNIC, FFR Div. concentration bank and the Contractor. To accomplish this, the Contractor shall provide a Demand Deposit Account (DDA) into which all debits and credits processed by safekeeping will be handled. The DDA will allow CNIC, FFR Div. to move money to and from its concentration bank by a single daily transaction. The Contractor shall provide access to a balance reporting system that provides daily account detail. The Contractor shall confidentially maintain all of CNIC FFR's portfolio information and not allow said information of any type to pass to unauthorized parties without the written consent of the Contracting Officer's Representative. Unauthorized parties include any person(s) not directly involved in maintaining CNIC FFR's safekeeping account on a regular basis (e.g. salespersons or brokers employed, or otherwise, by the contractor).
