- Western-wide Security Guard Services Western Area Power Administration (Western) Sources Sought for Commercial Services Western seeks information on vendors that are capable of providing Western-wide Armed Guard Services. The purpose of this proposed contract is to support the Office of Security and Emergency Management's (OSEM) mission to provide a Western-wide security program that protects Western's operations, personnel, and assets. In addition to armed guards at predetermined sites, this will include deployment of additional armed guards to other sites within Western's geographic boundaries as needed. Western is geographically the largest of four power marketing administrations within the U.S. Department of Energy, having up to 350 physical locations. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify firms with the requisite qualifications to meet the requirements of the items stated herein. After results of this market research are obtained and analyzed and compared with Western's minimum requirements, Western may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. Western is seeking responses from all responsible sources, including large and small businesses (SB, WOSB, HUBZone, SDVOSB and 8(a)). This requirement is assigned a NAICS code of 561612- Security Guard Services, with a small business size standard for such requirements of $19.0 million. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses that are capable of providing Guard Services across Western's 15 state region. Interested business organizations that believe they are capable of providing guard services across the 15 state region should submit electronic copies of their capability statement. Please limit responses to twenty (20) pages or less. Responses should include the following information: 1. Name of company that will provide the services, including a DUNS and proof of SAM registration. 2. Examples of how it has previously provided these services, including deployment of additional staff within 10 calendar days across a large geographic area. 3. Any other relevant information which the Government should consider in developing its minimum requirements and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 3:00 pm Mountain Time on June 13, 2014. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
