- Good afternoon, The U. S. Coast Guard, Surface Forces Logistics Center(SFLC), IN-SERVICE VESSEL SUSTAINMENT (ISVS) is issuing a Request for Information (RFI) to identify potential sources capable of providing a subsystem replacement to the L-3Com Machinery Plant Control and Monitoring System (MPCMS) installed on the USCG 225' WLB Cutter Class. The USCG has identified that the VME based computer subsystem of the MPCMS is obsolete, and required an upgrade to modern computer archricutre. The majority of the system will remain intact. Communications between other systems and the systems RTUs will remain intact. This includes using the TANONET communication protocol. The USCG does not have the ADA source code that runs on the MPCMS system, nor does the USCG have TANONET communication protocol. Tasks include project management, subsystem replacement with COTS hardware and software, updates to technical publications and drawings, installation and removal drawings, ensuring that the interface between the Dynamic Positioning System, ECDIS, and TANONET RTU's remain intact, catalog and provisioning information, installation and commissioning services and commercial warranty. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of TABSS Domain 1 Contractors. Respondents may submit their interest and ability to satisfy the Government's requirement electronically to the point of contact listed below. Responses must be no longer than three (3) pages in length and should include a description of capabilities, technical expertise, and relevant past experience. Questions: 1) Does your company have the resources and capability to tasking listed above? 2) Does your company have the access to the TANO MPMCS software source code and the rights to use that software? 3) Does your company have access and the rights to interface with the TANONET communication protocol? 4) Describe your companies past experience, resources, and capabilities to provide a subsystem upgrade to TANO MPCMS, and to interface with TANONET RTU's using the TANONET protocol.
