Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP), plans to procure BPX 30 -disposable prostate endorectal coils from Bayer Healthcare LLC, 100 Global View Dr., Warrendale, PA 15086, USA. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 339112 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Molecular Imaging Program (MIP), is a multidisciplinary group consisting of imaging scientists, chemists, physicists, engineers and molecular biologists. Established in 2004, the MIP focuses on clinical translation of targeted imaging agents for cancer imaging. MIP personnel in all teams work closely together to speed the translation from the bench to the clinic. The Molecular Imaging Program is focused on the development of advanced imaging tools to further the detection and treatment of cancer in humans. As part of our clinical effort, the Molecular Imaging Clinic performs MRI studies on various research patients on a 3.0T scanner. A majority of the scans involve a prostate endorectal coil in human patients. Prostate cancer is the most common malignant tumor in men and the second most common cause of cancer death in men. Improving detection and identification of the cancer with MRI is a significant step in improving the techniques of managing the patient. NCI is proposing to purchase 40 boxes of Bayer Healthcare disposable prostate endorectal coils. In addition, the Molecular Imaging Clinic has had an increase in prostate patients and the coils are a continuing need for the Molecular Imaging Clinic. NCI, is proposing to purchase 40 boxes of Bayer Healthcare Disposable prostate endorectal coils to be used in MIP's 3.0T Philips MRI Scanner. A sole source is intended for this order, based on the fact that Bayer Healthcare, coils provide high resolution imaging of the prostate, rectum, cervix and surrounding anatomy. They also offer a significantly higher signal to noise ratio than surface coils and offer the sensitivity required for spectroscopy especially with NCI's 3.0T MRI. The small FOV, high special resolution, sensitivity, and specificity of endorectal coils create clear pictures that can assist with diagnosis and treatment planning for diseases of the prostate, colon, cervix, and surrounding anatomy. The coils have features that no other coil can offer. The coils are an essential and important part of NCI research in the Molecular Imaging Clinic. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, June 17, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
