Description
This is a Notice of Proposed Contract Action under the FAR 13.5 Test Program for Certain Commecial Items under Simplified Acquisition Procedures and Other Than Full and Open Competition FAR 6.302-1. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 750 employees. AFRL requires an E-band upconversion/downcoversion solution for the Flexible Data Link (FDL) 25 Gbps work unit. The use of an E-band radio frequency upconverter/downconverter with very low noise (7 dB typical) is essential to the government's requirement. To meet this requirement, the Government intends to negotiate a sole source contract Millitech Inc., 29 Industrial Drive East, Northampton, MA, 01060. Under the contemplated contract, Millitech, Inc. will provide a custom configured high bandwidth, high frequency radio frequency communications upconverter and downconverter front end, with the following requirements to meet the agency's needs: •a) Capable of upconverting two (2) 9.216 GHz center frequency signals to 73.547735 GHz and 83.444925 GHz simultaneously. •b) Capable of downconverting two (2) center frequency signals of 73.547735 GHz and 83.444925 GHz to 6.912 GHz and 9.216 GHz simultaneously. •c) Capable of a receiver low noise amplification (LNA) chain with an industry leading LNA noise figure of 2 dB, a receiver typical noise figure of 7 dB and an overall gain of 20 dB after downconversion. •d) Capable of protecting LNA with a receiver protection switch for use during transmission. •e) Capable of using a single clock source to drive all upconversion and downconversion processes. •f) Capable of supporting two (2) single channel bandwidths of 4.7 GHz in both upconversion and downconversion modes at E-band, and four (4) single channel bandwidths of 2.16 GHz of bandwidth at baseband. •g) Capable of supporting dual circular polarization between transmit and receive chains. •h) Capable of -123.5 dBm of clock phase noise at 1 MHz offset at a frequency of 74.284 GHz The Government has determined that no other source can meet the requirement. Millitech is the only manufacturer of the highly specialized millimeter wave products that can fulfill the government's current requirement for a turn-key E-band upconverter/downconverter solution with this noise figure requirement. Millitech's current offerings of E-band radio frequency components are state-of-the-art, and provide the necessary gain and noise figures essential to the Governments requirement. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 20 June 2014. A Sole Source Justification will be attached to the subsequent Notice of Award.
