Description
DESCRIPTION: This RFI is issued solely for information, planning purposes, market research, and it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP. This RFI does not commit the Government to contract for any supply or service. The Drug Enforcement Administration (DEA) is not at this time seeking proposals. The purpose of this RFI is to seek industry information regarding existing non-scheduled charter flight services. ANNOUNCEMENT: DEA consistently seeks to obtain information and comments from industry that will provide the agency with insight into market conditions that will aid in the refinements of requirements and the formation of an acquisition strategy for charter flight services. This RFI is designed to conduct market research to determine the current level of services and availability of such services in the current market. REQUIREMENTS: The DEA occasionally has a requirement for a non-stop, one way chartered flight for pilots, crew, and Government-identified passengers to travel from various Trans-Atlantic locations to the East Coast of the United States. Only under special Government approved circumstances will refueling stops or other interruptions in the journey be permitted. Catering will be required by the contractor anytime there are passengers on board. The operator shall be United States based; the aircraft shall be registered in the United States and owned by United States citizens. Crew members must also be United States citizens. The following NAICS code, 481211 Nonscheduled Chartered Passenger Air Transportation, is applicable to fulfil this requirement. INFORMATION APPROACH: When the responses to this RFI are received, they will be evaluated and analyzed by the Government. This information received will be considered in the development of the acquisition strategy and may serve as input to a business case. In all cases pertaining to this RFI, the Government will take absolute care not to present information outside of the Government in a way that clearly identifies individual vendors. The DEA will not be responsible for any cost incurred by interested parties in responding to the RFI. Any and all associated costs shall be expended solely at the expense of the responder. Unsolicited proposals or offers of any kind will not be considered in response to this RFI. All information received in response to this RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP, as well as those regarding the nature of the services to be performed under any future initiative will not be accepted. Responses must include the following information: 1. Company name; mailing address; physical address; point of contact(s); telephone number, fax number; email address; Federal Tax Identification Number, DUNS number; NAICS code; company business size (if small indicate type); and GSA schedule number (if applicable), and must be registered in Systems for Award Management (www.SAMS.gov) to be considered for this requirement. 2. A corporate or company capability statement between one and 5 pages that includes relevant experience within the last three years. Relevant experience is defined as possessing the experience described in the "Requirements" section above. 3. Type of aircraft, model, range in miles, Wyvern rating and number of seats on the plane shall be indicated in the capability statement. 4. A representative sample of contracts your firm was awarded to provide the requirements as described in this notice within the past three years. Include customer name (i.e. federal agency) and respective point of contact (e.g., point of contact's name, phone number, and email address). CONTRACT INFORMATION: Interested parties are requested to submit the above requested information directly via e-mail to: Alejandra.L.Monteagudo@usdoj.gov no later than June 16 at 4:00 p.m. Eastern Time. Any responses received after the closing date will not be considered.
